OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

One U.S. service member was killed and another was wounded Saturday in the Afghan capital of Kabul in what the U.S.-backed coalition called an apparent insider attack.Reports indicated the attacker was a member of the Afghan National Defense and Security Forces and that the attacker was immediately killed by other Afghan forces, the NATO-led Resolute Support coalition said.The service members were evacuated to Bagram Airfield. The wounded service member is undergoing medical treatment and is in stable condition, authorities said.Neither service member has been identified, and no further details have been released. One person has died and 16 others have become ill from a salmonella outbreak linked to kosher chicken, the US Centers for Disease Control and Prevention said Wednesday.Eight people have been hospitalized, including the person who died.Illnesses were reported in Maryland, New York, Pennsylvania and Virginia. The death was reported in New York.According to the CDC, the agency began an outbreak investigation in June after several cases were reported in New York among people who said they had consumed kosher chicken."In interviews, ill people reported eating kosher chicken, and when asked about the specific brand eaten, several people reported Empire Kosher brand. The outbreak strain was also identified in samples of raw chicken collected from two facilities, including one facility that processes Empire Kosher brand chicken," the CDC said in its announcement.However, the agency is not telling consumers to avoid eating kosher chicken or Empire brand chicken. Rather, they should follow safe food preparation practices including washing hands before and after touching raw chicken and washing utensils, cutting boards and counters where raw chicken was prepared.Consumers should also cook chicken thoroughly, making sure the inside temperature reaches 165 degrees Fahrenheit. This is the temperature recommended to kill germs that cause illness such as salmonella.Salmonella illness usually begins between 12 and 72 hours after consuming the bacteria. Symptoms can include diarrhea, fever and stomach cramps and can last four to seven days.The earliest illness linked to this outbreak began September 25, and the most recent case began June 4.Severe illness may require hospitalization and treatment with antibiotics. Those most at risk for severe illness and complications are children younger than 5 and adults over 65, as well as people with compromised immune systems.The youngest patient in this outbreak is younger than 1 year old, and the oldest is 76.The US Department of Agriculture's Food Safety and Inspection Service issued a public health alert "out of an abundance of caution," the agency said."FSIS is concerned that some product may be frozen and in consumers' freezers. Consumers who have purchased these products are urged to properly handle, prepare, and cook these raw chicken products."The CDC and the USDA are working with state health officials on the investigation.Kosher food is prepared under supervision to ensure that the dietary laws followed by observant Jews are adhered to. (KGTV) -- Police arrested a 16-year-old boy after he reportedly killed a duck with a golf club in Ontario Wednesday, according to ABC 7 in Chicago.The teen shared video that appeared to show him striking the duck. The duck’s remains were later found at the Whispering Lakes Golf Course.The 16-year-old was issued a citation for felony animal abuse after being arrested at his home.Members of the Colony High School golfing team were practicing when one of them said they accidentally hit a duck while teeing off.The boy claims he killed the duck to put it out of its misery, however, police say there may be more to the story due to the video being posted on social media. Police have said the investigation is ongoing. 748
