SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. SAN DIEGO (KGTV) Chicano artists and activists gathered to voice their concerns about two more murals getting torn down during construction on a local school, one week after the first mural was destroyed.The San Diego Unified School District is working on upgrading Memorial Preparatory school in Logan Heights. Part of the upgrade involves tearing down buildings and walls, and on some of those walls are decades-old murals painted by local Chicano artists. The murals all celebrate the history and culture of the local area.Wednesday, Sept. 30, the artists gathered with a group outside the school and asked to save the murals. Moments later, the first mural was destroyed. A spokesperson for the district said that building could not be saved because it had asbestos.The advocates expressed concern over that statement, saying if the asbestos was really that bad, the construction workers should not have let it collapse the way it did, allowing dust to spread into neighboring homes.RELATED: Barrio Logan artists upset about destruction of historic muralOne week later and the artists gathered again in front of the school, this time saying there are two more murals inside the school they want to save. They said to their knowledge, the buildings these murals are painted on are staying up and these areas do not have asbestos, but certain parts are being torn down, including where the murals are. They’re asking the district to save these murals, offering to supply the funding and labor needed to move the artwork.“What we’re saying is we have the resources we have the will and we have the passion to go forward with the removal. So it’s not that it can’t be done, it’s that we’re not being allowed our rights to preserve them for the entire community,” a representative from the group said.KGTV spoke to a representative from the district Sept. 30, who said they did not want to take the murals down but had to for safety reasons due to the asbestos. They also mentioned the construction will benefit the students in the long run. The district could not be reached again the following week, so KGTV was unable to ask why the other two murals cannot be saved. 2176

San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965
