LOS ANGELES (CNS) - A storm system swollen with moisture from an atmospheric river will bring rain to Southern California Tuesday afternoon through Wednesday, prompting the National Weather Service to issue a flash flood watch for all burn areas in Los Angeles, Ventura and Santa Barbara counties. Across Ventura and Los Angeles counties, the heaviest rainfall is expected late Tuesday and Wednesday morning, affecting the Thomas, Hill, Woolsey, Stone, South, Creek and La Tuna burn scars, according to the NWS. Peak rainfall rates are expected to range between a half-inch and 0.80 inches per hour. There is the potential for isolated thunderstorms, which could produce higher hourly rates, forecasters said. The flash flood watch will be in effect from 6 p.m. Tuesday until 11 a.m. Wednesday. In addition, roadway flooding is likely, especially in low-lying areas, along with rock and mudslides on canyon roads and below steep terrain,'' according to the NWS. Los Angeles County officials warned residents in the Woolsey Fire burn area -- where even small amounts of rain may cause significant mud and debris flows -- to prepare for the possibility of evacuations, road closures and power outages. Residents were urged to identify two exit routes, make plans for pets and family members with special needs and pack an emergency kit with extra medication, important documents and warm clothing. Additional sheriff's deputies, firefighters and public works personnel will be on patrol in the area through Thursday morning, according to the county. The rain will turn to showers by Wednesday evening, then showery conditions will persist through Friday, according to the NWS. Dry weather is expected Saturday, and showers are possible Sunday through Monday. Rainfall totals across eastern Ventura and L.A. counties should be generally 0.75 to 1.5 inches in coastal and valley areas, and 1.5 to 3 inches in the foothills and mountains. Through Friday, rainfall for Orange County is expected to range from one-half to three-quarters of an inch near the coast to 1.5 to 2.5 inches in the mountains, with local amounts to around 3.5 inches. Be prepared for sudden gusty cross-winds.'' Snow levels will be high through Wednesday -- generally above 7,500 feet, then drop. O'Farrell plans to speak this morning at a news conference with various city officials and local restaurant owners. Both the state and county recently adopted a single-use plastic straw policy, but O'Farrell said Los Angeles' law is more restrictive. In drive-thru restaurants, the customer will be notified to ask for a straw if one is needed. O'Farrell cited a report from the nonprofit Lonely Whale's campaign called Strawless Ocean, which stated Americans throw away 500 million plastic straws each day. Worldwide, plastic straws are among the top 10 marine debris items, according to the environmental advocacy group. 1404

LOS ANGELES (CNS) - The state's Franchise Tax Board announced Thursday new tax-filing relief for people affected by wildfires that broke out in San Diego County and other counties throughout the state in September.Taxpayers in areas that were declared disaster areas by Gov. Gavin Newsom are granted an extension until Jan. 15 to file California tax returns on 2019 income and make any tax payments that would have been due between Sept. 4 and Jan. 15."With more time to file and make certain payments, we hope to provide some relief to families and workers affected by these devastating wildfires," State Controller and FTB chair Betty T. Yee said in a statement.The relief applies to various upcoming tax-filing deadlines including:-- individual filers whose previous tax-filing extension was set to end Oct. 15. Any tax payments associated with the filings are not eligible for relief since they were initially due July 15-- business entities with a due date between September and Dec. 15-- quarterly tax payments due Sept. 15Wildfire victims may also claim a deduction on their 2019 income tax returns or next year's returns for a disaster loss sustained in an area proclaimed by the governor to be in a state of emergency, according to the Franchise Tax Board, which noted that those who have already filed tax returns this year can file an amended return.Taxpayers should write the name of the fire in blue or black ink at the top of their tax returns to alert the Franchise Tax Board. The situation is already dire, and the worst is expected to come in the next few weeks after Christmas and New Year’s travelers return home. California hit 2 million confirmed coronavirus cases on Christmas Eve. State stay-at-home orders for the San Joaquin Valley and Southern California are set to expire Monday.
