LOS ANGELES (CNS) - A storm system swollen with moisture from an atmospheric river will bring rain to Southern California Tuesday afternoon through Wednesday, prompting the National Weather Service to issue a flash flood watch for all burn areas in Los Angeles, Ventura and Santa Barbara counties. LOS ANGELES (CNS) - Los Angeles City Councilman Mitch O'Farrell and the city's Bureau of Sanitation will remind all restaurant managers that starting Tuesday they will be required to withhold plastic straws unless a customer requests them. ``The new city law picks up where the state law stops,'' O'Farrell said in April. ``As a coastal city and state, we owe it to our environment to do everything in our power to ensure we reduce single-use plastic waste.'' The first phase of O'Farrell's ``Straws on Request'' initiative took effect this year on Earth Day, which applied to businesses with more than 26 employees. The new law takes aim at reducing single-use plastic waste from littering beaches and waterways, O'Farrell said, and it applies to restaurants of all sizes. O'Farrell plans to speak this morning at a news conference with various city officials and local restaurant owners. Both the state and county recently adopted a single-use plastic straw policy, but O'Farrell said Los Angeles' law is more restrictive. In drive-thru restaurants, the customer will be notified to ask for a straw if one is needed. LOS ANGELES (KGTV) -- A 5.3 magnitude earthquake shook the Los Angeles area Thursday afternoon. According to the United States Geological Survey, the earthquake struck about 35 miles southwest of Channel Island Beach. At this time there are no reports of damage or injuries. The National Weather Service added that there is no risk for tsunami. Shortly after the quake, the Los Angeles Fire Department went into earthquake mode. According to the department, during earthquake mode, firefighters from all 106 neighborhood fire stations survey all 470 square miles in the greater Los Angeles area. The department says crews are now inspecting dams, power-lines and large places such as Dodger Stadium to ensure public safety.  772

Gavin Newsom are granted an extension until Jan. 15 to file California tax returns on 2019 income and make any tax payments that would have been due between Sept. 4 and Jan. 15."With more time to file and make certain payments, we hope to provide some relief to families and workers affected by these devastating wildfires," State Controller and FTB chair Betty T. Yee said in a statement.The relief applies to various upcoming tax-filing deadlines including:-- individual filers whose previous tax-filing extension was set to end Oct. 15.
