SAN DIEGO (KGTV) -- Congressman Duncan Hunter Thursday in a letter to Defense Secretary Jim Mattis asked that Mattis get involved in the review of the proposed takeover of Qualcomm by Broadcom.The letter came after efforts to have the Trump administration initiate a review of the proposed takeover.“As Secretary you have the ability, at this moment, to ensure America’s security for a generation by protecting against a takeover of American technology that would do nothing short of crippling our defense against China,” wrote Congressman Hunter.RELATED: Qualcomm rejects Broadcom's 'best and final' offerCongressman Hunter said he is opposed to the takeover based on national security implications.Hunter also acknowledged the threat a takeover would pose to thousands of Qualcomm employees.The news comes after Qualcomm rejected Broadcom’s “best and final” offer. 879

SAN DIEGO (KGTV) -- Businesses near the border say they’re taking a hit because of the chaos at the border, and it couldn’t come at a worse time.Just blocks from the border, a local business owner says his shop is normally buzzing with shoppers.Owner Jamie Gonzales says sales have taken a hit from the border crisis. “We had to shut down business yesterday,” said Gonzales.RELATED: Commuters in turmoil after migrants rush borderHe has three stores that all closed yesterday. Not a single customer in sight. 90 percent of his workers are from Tijuana and couldn’t get there.He says business has been down 40 percent in the last month. It couldn’t have come at a worse time.RELATED: More troops being sent to California border“With all this uncertainly our business has been impacted in a bad way the Christmas season.” Many business owners in the area also say they’re struggling due to the crisis at the border. 931

SAN DIEGO (KGTV) - Being shot to death by a cop. The fear is real for many families who have to call 911 on their mentally ill loved ones. As part of the Team 10 Transparency Project, 10News rode along with San Diego police to understand how officers respond to mental health emergencies. 10News is examining what police say they’re doing right to de-escalate potentially deadly encounters.This October, SDPD released officer-worn camera footage that showed the moments before officers shot and killed an El Cerrito man this summer who had charged them with a shovel. His family says he was mentally ill. The family called police when he started throwing bricks at his aunt.Police say an officer deployed a Taser but it didn't have any effect on Dennis Carolino, who began to advance. The San Diego County District Attorney’s Office is still reviewing the case, but it's stories like Carolino’s that alarm local mother Cheryl Canson. One of her adult sons has Bipolar Disorder. The other son has Schizophrenia. She says both of them experience episodes of psychosis. “They're unable to identify or distinguish whether the voice is outside [their heads] or it's their own voice or a separate voice inside,” she explains.Both of Canson’s sons are now incarcerated, but she says she always worried about their interactions with police. “I don't really look at law enforcement in a bad way but they need to be trained in dealing with mentally ill people,” she adds.RELATED: Mental health program for first responders gets OK from San Diego County supervisors“I'm very proud of the training that we receive,” says SDPD Lt. Carmelin Rivera. Lt. Rivera drove 10News around Balboa Park where he says his officers meet people from all walks of life. “It's also a place [where] oftentimes we encounter individuals that have mental illness,” he adds.San Diego County PERT (Psychiatric Emergency Response Team) Director Dr. Mark Marvin rode around with 10News, too. “We are basically providing the bulk of mental health training to law enforcement in San Diego County,” he tells 10News. The region’s eleven law enforcement agencies include San Diego Police Department, Carlsbad Police Department, Chula Vista Police Department, Coronado Police Department, El Cajon Police Department, Escondido Police Department, Harbor Police Department, La Mesa Police Department, National City Police Department, Oceanside Police Department and the San Diego County Sheriff's Department.PERT teams are made up of unarmed licensed mental health clinicians and trained sworn peace officers. Together, officers and clinicians respond to 911 calls for mental health related situations. A law enforcement officer first assesses the scene for safety, followed by a clinician, who provides specialized care.“The goal is always de-escalation,” Dr. Marvin tells 10News.This year, the San Diego County District Attorney’s Office announced an initiative to fund de-escalation training for police officers. A 25-year study from the DA’s found that 79% of officer-involved shootings had some evidence of drug use or mental health concerns.RELATED: What to do in a mental health crisis“Our training philosophy is when officers or PERT clinicians are encountering people in crisis, they're not just a collection of symptoms. They're people. They have tough stories to tell and we want to know what their stories are,” adds Dr. Marvin.Lt. Rivera tells 10News, “Really, it's about coming in with the appropriate level and tone, just like anything else.”Officers are taught how to communicate and look for cues before turning to any force. Lt. Rivera adds, “It depends on a lot of factors. Are people clenching their hands? Are they not responding to basic commands? Do they have any weapons in their hands? Have threats been made?California law mandates that officers get mental health training. Some agencies like SDPD get more field training and classroom time than other agencies.Dr. Marvin says that San Diego County is well ahead of the national training curve, but breaking stigmas will take time.The National Alliance on Mental Illness has a list of recommended things to say and do if you have to call 911 on a family member or loved one who is having a mental health crisis. SAN DIEGO (KGTV) - Cathedral Catholic High School students took part in a protest Tuesday against a ban on skirts as uniform options for girls. Officials at the Carmel Valley school changed the dress code Friday for the 2019-2020 school year. CCHS said it would ban the uniform skirts, citing multiple detentions based on enforcement. Female students will have the option to wear pants, capri pants, or Bermuda shorts, the school said. “By removing the option for girls to wear skirts at a Catholic school not only demeans me as a female, but makes me wonder if we are moving towards a gender neutral society. I believe this is sexist, patriarchal and sexualizes the female students unnecessarily,” said freshman student Rachel Donaldson. RELATED: Cathedral Catholic High School girls protest 'sexist' ban on skirtsDonaldson also cited an email about the dress code change she said was sent from Principal Kevin Calkins to parents and students Friday, calling it “disturbing.” “The most disturbing: ‘Male faculty feel uncomfortable addressing female students about the length of their skirts.’ If a male teacher has a problem addressing student's skirt lengths, then they have no business being anywhere near a high school or a female minor. They are there to educate and guide- this is a simple task,” wrote Donaldson. A student created a petition on Change.org to keep skirts as part of the uniform option. By Tuesday afternoon, about 3,000 people had signed online. “It’s not practical to make girls go out and buy new uniforms when they’ve already paid hundreds for the ones they currently wear, our parents are already investing enough money on our education,” said commenter Mia M. on the Change.org petition. “Females should be able to choose what they feel comfortable in and not have their sense of elegance and femininity taken away from them. Making the switch to shorts is no way a practical or ethical solution.” 1933

  

SAN DIEGO (KGTV) — Chicano history will be celebrated in San Diego this week at one of the city's most historic parks.On April 20, the Logan Heights community will celebrate the 49th annual Chicano Park Day at the famed park underneath the Coronado Bridge. The free festival brings together community members annually for art, education, entertainment, and honoring Chicano culture and the park.This year theme will be "Danzantes, Protectors of Our Traditions and Chicano Park, 500 Years of Anti-Colonial Struggle."Performances are scheduled by a lineup of traditional and cultural dance groups and one of the largest Aztec Indigenous dance performances by Danza Azteca Calpulli Mexihca. In addition to dancing, kids art workshops, speakers, and more than 325 classic lowrider cars and bikes will be on display. Attendees can also visit various arts and crafts, and informational booths throughout the colorful park.And, of course, there's the food, which will be sprinkled throughout the park at various booths.The event comes a couple days before the official establishment of Chicano Park on April 22, 1970, by activists. The site was placed on the National Register of Historic Places in 2013 and became a National Historic Landmark in 2016.The park is known for an array of colorful murals lining the Coronado Bay Bridge's legs that make up the Chicano Park Monumental Murals. Artists illustrate Chicano history and culture through murals and sculptures throughout the park. 1487
