SAN DIEGO (KGTV) - A senior "hero" leapt into action when she saw a man snatching a neighbor's package in the La Jolla area.On a quiet afternoon last week, Gillian Ackland was in her living room when she saw an unfamiliar white car park right in her cul-de-sac off Colima Street in Bird Rock."It felt kind of strange," said Ackland.Next door was a big package sitting outside her neighbor's door.MAP: Track crime happening in your neighborhood"The car suddenly starts backing up diagonally. I realize he's going for the package, and I run out the front door, saw him with the package and ran to his side of the car," said Ackland.Her neighbor's Ring camera captured it all. In the video, a man is seen walking up to the door, grabbing the big package and a smaller one. As he starts running to his car, so does Ackland, who yells, "That's not yours!" three times.He shoves the package in the back seat, but the door didn't fully close."There was adrenaline going," said Ackland.Ackland sensed her chance."I knew I had a few seconds and I could do something - and I did it," said Ackland.She opened the back door and tried to pull the package out. The package starts to fall out, but not far enough, as the car drives off. Ackland has no regrets."The injustice of all kept me going. I just felt it's not right, and I just thought I could get the package away from him," said Ackland.Another neighbor took a photo of the car showing an Uber sticker on the front windshield. Inside the package was a side table. She says the neighbor missing the package thanked her profusely. He told 10News she is a "superhero neighbor.""It's actually a little embarrassing," said Ackland.The video was shared on the "Neighbors by Ring" app."It's important that neighbors look out for each other. Some might call me crazy, but I think I'm adventurous. I've led an adventurous life and that's who I am," said Ackland.A police report was filed. 10News reached out to Uber and sent them the images of the driver and car, but have yet to hear back. 2049

SAN DIEGO (KGTV) - A tow truck driver helped San Diego Police capture a man who the driver said was starting a fire Thursday along Interstate 15 in central San Diego.Police said the tow truck driver reported the man near the 15 and 94 freeways in Mount Hope about 1 p.m.Officers handcuffed the man and placed him inside a patrol car, but he managed to get out of his restraints. Police said he fought back and they removed him from the car to restrain him again.“The gentleman attempted to bite two of the officers on their hands as they were attempting to place him in the body wrap system,” said SDPD Sgt. Nathan Chambers.Arson investigators who responded to the fire scene found charred wood and grass. There was no evidence of a large fire.10News asked police if the man is connected to other recent fires in the area but officers said that has not been determined. SAN DIEGO (KGTV) - A San Diego public figure is speaking out after being hit three times by distracted drivers over 8 years.Monica Zech is the Public Information Officer for the City of El Cajon. Her passion is public safety, specifically behind the wheel. She started as a Traffic Reporter in 1984 and had a 30-year career in broadcasting. She immediately found out, through reporting on first responders, how many crashes were preventable. "When my father was hit about eight years after that, when I started lecturing, then the DUI issue became prevalent," Zech said her father was walking across the street in a marked cross-walk when a drunk driver hit him in 1992.August 29th, 2011 a distracted driver ran a red light slamming into her. The crash was so violent surgeons told her she should've been paralyzed, "it was shocking to hear that. They said is this your MRI? Are you sure? I said I'm sure that's my MRI. They said well we're surprised you're sitting here, you should be paralyzed. We have patients with the same MRI and they're in a wheelchair."She now has a titanium plate that straightens her spine and protects her in case she is in a future crash.The next crash was in traffic on I-5, February of 2017. "I kept noticed his head bobbing down, looking down, I realized he was on his cell phone and wham! He hits me from behind," she said.Tuesday she was hit from behind again. This time she says she stopped at a red light about to turn onto I-8 Eastbound from La Mesa Boulevard. SAN DIEGO (KGTV) - After moving to San Diego almost three years ago, Derek and Terri Ruff are on a mission to experience everything the city has to offer. “Yes we are, it’s fantastic! We hardly leave the county, there’s just so much to do," said Derek.The couple moved here from New Mexico, and for nine years Derek's colon cancer seemed to be behind them. “I won’t say cancer-free, but I didn’t have any symptoms for years, until last May, whenever I came in for a checkup, and they discovered cancer again," said Derek.It was stage IV metastatic colon cancer.“It’s a lot. It’s a tough diagnosis, it’s really difficult to live through.”After three months of aggressive chemotherapy, Ruff's condition only got worse. His journey brought him to UC San Diego Health's Moores Cancer for a clinical trial, which unfortunately did not work. But he Ruff became a candidate for another trial involving natural killer cells created from stem cells.“These are patients who don’t have a lot of good options in terms of chemotherapy or immunotherapy," said Dr. Sandip Patel, a medical oncologist who is leading the trial at UCSD. Decades of research on natural killer cells have culminated in the new cancer treatment being developed by San Diego-based Fate Therapeutics.Fate is the first to mass produce cancer-killing cells from a type of stem cell called a human-induced pluripotent stem cell (iPSC). "The concept of utilizing the stem cells that are within us, within our blood factory, within our blood marrow, to create a master bank of cells that we can utilize to program in different ways to fight cancer with cellular immunotherapy."The off-the-shelf, iPSC-derived natural killer cell cancer immunotherapy received U.S. Food and Drug Administration approval to move into clinical trials in November 2018. Ruff is the first person in the world to receive the treatment and got his first dose in February.“Being the first is exciting but it was less so hearing that you have stage iv cancer and you don’t have much of a future, and now I feel hopeful, again," said Ruff.While it's too early to tell if the treatment is working, researchers are hopeful this treatment will one day help many cancer patients. 2212

SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office. Team 10 attempted to contact Dougherty and his wife, Nereida, who is also named in the bankruptcy documents. They did not respond. An attorney for the Doughertys also did not respond to Team 10’s inquiries. Investigator Melissa Mecija visited the Alpine ranch connected to the couple, where a tenant said his power has been shut off three times in the last several months. It was a bill he said the Doughertys were supposed to pay. Sharon Vega said she tries to stay strong as she deals with multiple setbacks, including her husband’s larynx cancer. “He was diagnosed… when all of this happened,” she said. Lt.
