BEIJING, Jan. 26 (Xinhua) -- Finance Minister Xie Xuren said Monday there would be growing difficulty balancing China's budget this year, and he urged officials to avoid unnecessary spending.     In a Lunar New Year greeting on the ministry's homepage, Xie said that the external and internal conditions affecting China's social and economic development in 2009 were "very severe" and more difficulties had to be overcome to achieve "steady and relatively fast" economic growth.     Xie said government funds should be used efficiently as the government carried out an active fiscal policy to support public investment while cutting taxes.     To stimulate the economy, the government has raised export tax rebates three times since July, increased farm subsidies and endedthe value-added tax for equipment purchases -- a move that's expected to reduce companies' tax bills by 120 billion yuan (about 17.4 billion U.S. dollars) a year.     Moreover, the threshold for individual income tax, which now stands at 2,000 yuan per month, is likely to rise.     Although 2008 fiscal revenue grew an estimated 19 percent from 2007 to some 6 trillion yuan, the economic slowdown, falling corporate profits and tax cuts drove down fiscal revenue in the second half of last year.     Last year, the economy grew 9 percent year-on-year, ending a five-year period of double-digit growth.     Xie said earlier this month that the fiscal decline might continue this year. The Finance Ministry has imposed tighter controls on the general administrative expenditure of local governments.     For example, local governments have been ordered to limit the year's spending on car purchases, meetings, catering and overseas travel to no more than the amounts spent last year.     Jiangxi Province has urged officials to avoid unnecessary travel and vowed to cut meeting outlays by 20 percent from the 2008 level, catering expenses by 10 percent, and international business travel costs by 10 percent.     Many local governments, meanwhile, said they would step up investment spending in 2008. Shaanxi Province, for example, said it planned to invest 40 billion yuan in education, job re-training, public sanitation and social security, up 21 percent from last year, while Henan Province will invest 40 billion yuan to raise living standards.     These and other local governments announced investment plans after the central government put together a 4-trillion-yuan stimulus package in response to ebbing growth.

ANTANANARIVO, Nov. 11 (Xinhua) -- visiting Chinese top legislator Wu Bangguo met here Tuesday with Madagascan Prime Minister Charles Rabemananjara. SANYA, Hainan Province, Dec. 25 (Xinhua) -- The Chinese Navy's three-ship fleet awaiting sail to waters off Somalia has finished its preparations for the overseas deployment, the fleet commander said Thursday.     The commander, Rear-Admiral Du Jingcheng told Xinhua aboard the Navy's DDG-171 Haikou destroyer that all crew members of the fleet had full confidence in their ability to fulfill the escorting mission.     The Haikou together with another destroyer, DDG-169 Wuhan, and supply ship Weishanhu from the South Sea Fleet will set sail from a port in China's southmost city of Sanya on Hainan island Friday. The fleet will join in the multi-national patrolling of the Gulf of Aden and waters off the coast of Somalia. The fleet's helicopters will be responsible for the fleet's own safety, material delivery as well as rescue tasks," the commander said.     "The fleet will protect and escort Chinese ships carrying strategic cargos, such as crude oil," he added.     The commander, who serves as chief of staff of the Navy's SouthSea Fleet, said that the upcoming mission may take a long time and may involve unforeseeable challenges. They are among the Chinese Navy's most sophisticated war vessels and both are designed and manufactured by China.     The Weishanhu supply ship started service in 2004, and has participated in the Navy's goodwill visits to south Asia and Europe.     "All the ships' equipment has been is in excellent form after various exercises and training," Real-Admiral Du said.     Captain Long Juan of the Wuhan destroyer said the high temperature, humidity and salinity in the Gulf of Aden and waters off the coast of Somalia could bring challenges to the equipment and crew members.     "To secure the ships' reliability, communication, navigating and power equipment has been provided with backup systems," the captain said.     ADEQUATE SUPPLY FOR MONTHS     Seamen of the fleet have been seen transporting pure water, beverages and food from the land base to the warships. All material storage was finished by Thursday evening.     Captain Xi Feijun of the Weishanhu told Xinhua that his ship had stored fuel, water and food to last several months for the fleet.     The ships' mess will provide self-service meals during the entire mission. It will offer dairy products, eggs, vegetables, fruit and other high caloric content food, Captain Long Juan told the Xinhua reporter aboard.     The Xinhua reporter also saw libraries, computer rooms and gymnasiums on the ships which have been prepared for the crew members in their leisure time.     The fleet will be the first overseas deployment for Chinese maritime forces since the 15th century. Previously, the People's Liberation Army Navy focused on coastline defense and limited operations abroad to goodwill visits and drills with other navies.     China's Foreign Ministry officially announced the deployment on Saturday, saying that China will observe UN resolutions and international laws in fulfilling its obligations.     Foreign Ministry spokesman Liu Jianchao said 1,265 Chinese commercial vessels had passed through the gulf so far this year and seven of them were attacked. BEIJING, Nov. 14 (Xinhua) -- China's government on Friday pledged to make every effort to ensure the safe release of the crew of a Chinese fishing boat seized by Somali pirates off east Africa.     The Chinese Foreign Ministry issued a statement saying it was still assessing the situation and trying to obtain more information on the vessel, which was overrun late on Thursday.     The ministry would work with organizations abroad to ensure the safe release of the crew, according to the statement.     The vessel, owned by Tianjin Ocean Fishing Company, was hijacked by pirates armed with grenade launchers and automatic weapons off the coast of Kenya and was being held off the southern Somali port city of Kismanyu, according to reports on Friday.     The 24 crew comprised 16 Chinese, one Japanese, three Filipinos and four Vietnamese, according to China's Ministry of Transport.     A Somali pirate leader reportedly said all the crew members were "fine".

BEIJING, Jan. 25 (Xinhua) -- Many Chinese received a smaller bonus this year because of the global financial crisis and decided to tighten their belts - but they still let their hair down for the traditional Spring Festival.     The freezing weather and slowdown in economic growth did not affect Chinese people's festivities, with supermarkets and shopping malls crowded with shoppers seeking goods for the Spring Festival celebration.     Even dairy products, which have experienced shrinking sales because of the melamine scandal, were selling.     Milk powder products of domestic brands have reappeared on the shelves, a Xinhua reporter found in Wal-Mart at Xuanwumen, Beijing.     "This is the safest period for dairy products as the government has intensified quality supervision and inspection after the scandal," said saleswoman Qiao Xinhong.     Many Chinese people like to buy boxed milk or yogurt for family reunions or as gifts to friends and relatives during the holiday.     Dairy products, however, were only one part of people's shopping list, and snacks with wider varieties, clothes, jewellery and home appliances were also popular.     The week-long Spring Festival holiday, which starts from Sunday, is China's closest equivalent to the West's Christmas shopping season.     According to the Ministry of Commerce, sales at the country's major retailers on Thursday were 2.4 times as much as that on December 31.     China's real retail sales growth in December accelerated 0.8 percentage points from November to 17.4 percent, according to figures released by the National Bureau of Statistics (NBS) Thursday.     Retail sales jumped by 21.6 percent last year to 10.8 trillion yuan (1.6 trillion U.S. dollars), which was 4.8 percentage points higher than 2007.     The booming Chinese market has become more attractive to foreign retail giants, who have suffered from weak demand caused by the global financial crisis.     "Although the global financial crisis has weighed on China's economy, the fundamental of the country's economy remains unchanged and we are very optimistic about the prospects for the Chinese market," Britain's largest retailer Tesco told Xinhua in an email.     Sales in the rural market, which is believed to have the great potential to boost domestic demand, has reported month-on-month increases since May. November retail sales in rural areas rose 18.3 percent, 8.2 percentage points higher compared with the same period of 2007 and for the first time surpassed urban consumption growth.     Wei Wanqian, a farmer in eastern China's Shandong Province, was busy with the last-minute preparations to celebrate the Spring Festival. He bought a new tractor earlier this month.     "Boosting domestic demand should be the government's major taskof economic work," said Zuo Xiaolei, senior analyst at the Beijing-based Galaxy Securities.     "Effective boosting measures along with the improvement of social security system will accelerate the consumption growth by two to three percentage points this year," Zuo said.     The State Council, or the Cabinet, has taken an array of measures to enhance domestic consumption. These included improving the rural distribution network, promoting the subsidized home appliance program and boosting festival consumption.     More detailed measures would come out in March during the delivery of the government work report, sources said.     Although the impacts of global financial crisis were still unfolding, some positive signs surfaced in December economic date, officials and analysts have said. These included the figures on money supply, consumption and industrial output.     Whether the "positive changes" represented a trend was unclear, NBS director Ma Jiantang said.
