SAN DIEGO (KGTV) -- Several asylum seekers had their first immigration hearing before a San Diego judge Tuesday afternoon. Six migrants from Honduras and one from Guatemala were scheduled to appear for their first hearing. The group is among roughly 240 people waiting in shelters in Tijuana under President Trump's new policy. Robyn Barnard is an immigration attorney with the group Human Rights First. She's representing two men from Honduras. She met with her clients Tuesday morning after they crossed into the United States at the San Ysidro Port of Entry. "One of my clients is a leader in his church. I think he relies on his faith. He brought us all together to pray before they presented at the port, which was a very touching moment," said Barnard. The judge granted her motion to allow her clients to be interviewed by the Department of Homeland Security Officials before being returned to the shelter in Mexico. She said they fear for their lives there."That's because one, they are asylum seekers, they're not Mexican nationals, they don't feel like they would be able to go seek protection from authorities because they are seen as migrants and foreigners," said Barnard. Barnard said her clients have family in the United States ready to accept them while their claims are processed. "They've received verbal slurs for being migrants in Mexico. They are staying in a shelter because they can't afford to pay for housing. They don't have any right to work in Mexico, and the shelter has started receiving threats as a result of sheltering these asylum seekers," said Barnard. Barnard said her clients were supposed to meet with DHS at the Port of Entry in San Ysidro sometime Tuesday, but as of five p.m she had not received an update on their status. Their next immigration hearing in San Diego is scheduled for August 6th. "They've got eyes wide open about the process, and they're hopeful that they will have their chance to be here in the United States while they fight their case." 2009

SAN DIEGO (KGTV) — Schools across San Diego County can reopen for in-person learning if they choose to on Tuesday, Sept. 1, as long as our COVID-19 case rate stays low enough through Sunday, Aug. 31.The county will be providing free testing for all school employees, which is strongly recommended by the California Department of Public Health.“What we’re going to be doing is making testing available at over 20 County-coordinated sites,” said Supervisor Nathan Fletcher. “In addition to that, we’re working with the San Diego Office of Education to open additional testing sites regionally that will be dedicated to school staff.”County officials say testing for asymptomatic children is discouraged, but if parents feel the need to have their children tested, they should consult with their pediatrician.Eight to ten school districts plan to reopen within the next two weeks to one month, according to Dr. Paul Gothold, San Diego County Office of Education Superintendent.“If there’s 5% of positive cases identified in one school, then the entire school would need to shut down,” said Gothold.More than 100 schools, mostly private, applied for waivers to reopen for in-person learning. The county stopped accepting the waivers this week since all schools can likely reopen soon.“I feel confident that we’re ready to reopen,” said Holly McClurg, Superintended of the Del Mar Union School District. The district’s waiver was approved, McClurg said district officials have been working with experts, physicians, and parents for months to develop a safe reopening plan.She said students and teachers at the district’s eight schools were split into two groups. Superintendent Dr. Carmen Garcia sent ABC 10News a statement saying in part, “Our Governing Board will be approving our return to in-person instruction at our upcoming September board meeting.”Poway Unified will also start virtually on Sept. 2, but parents received a letter from the superintendent which read in part, “Even with this shorter, revised reopening timeline, we have no way of knowing for certain whether San Diego County will be able go 14 straight days staying off the monitoring list. As a large school district, we cannot wait until the day before the first day of school to find out. We already know the constantly changing timelines and decisions have made planning extremely difficult and frustrating for District leadership, our staff, and our families. As a result, to avoid further uncertainty for our staff and families planning for Fall, the Board of Education reaffirmed our Sept. 2 fully virtual start at its last meeting. It has been quite a journey since then.“There’s so much uncertainty,” said parent Tancy Campbell.“We just don’t know what the future’s going to hold,” added Patrick Batten, whose three children are in the Poway Unified School District.Gina Chavez’s three children are in the Sweetwater Union High School District. The district was the first to start the school year in distance learning in early August. She originally described the first day as “crazy,” but said it has gotten better since then.“It’s been good. I have to say I think we’ve all kind of found our schedule,” Chavez said. However, she has dealt with what many parents can relate to—how to communicate the changes with the kids.“My daughter in particular, she really wants to go back because she is seeking that normalness of life before the pandemic. Every week, we’re having to talk to her,” Campbell said.Chula Vista parent Tancy Campbell goes back and forth on the best way to teach her two kids. In August, she wanted there to be a path to send her children back to in-person learning safely.Late Friday, the Chula Vista Elementary School District superintendent announced a plan to bring some preschool through second grade students back on campus. That news caught Campbell by surprise, as she was unaware of the change.“I don’t know to feel about that,” Campbell said. She is now leaning toward homeschooling permanently.“Each person [has] to do what’s best for their family and sometimes, it may not be going back,” Campbell said.Patrick Batten is looking forward to sending his kids back to in-person instruction. “Book learning is only part of going to school,” Batten said. He said his kids also looking for that social interaction.On October 1st, one of Patrick’s three children will be heading back to the classroom part-time. The Poway Unified School District announced a phase reopening plan for some elementary schools.“We’re happy to put him back, even if it’s only two and a half hours because at least he gets to be with his friends, see his teacher,” Batten said.His daughters though, will not be going back to school just yet. Batten said it is creating some tension in his household. In the meantime, he and his wife—who both work full-time—have enrolled their children in the Boys and Girls Club to help with distance learning. SAN DIEGO (KGTV) - San Diego's flu season has hit a record high.More than 20,000 lab-confirmed cases have been reported this season in San Diego, according to the County Health and Human Services Agency. SAN DIEGO (KGTV) - San Diego Unified School District is moving forward with plans to build a new elementary school in the Civita neighborhood of Mission Valley.In May, the District approved a plan to purchase land from Civita developer Sudberry Properties. Now, SDUSD has plans ready for a 2-story, 24 classroom campus, full of modern amenities. It will be able to hold 5-600 students."With new development in the area, we expect new families to come in. Those families are going to need an elementary school to attend," says District Facilities Communications Supervisor Samer Naji."Right now if you live in Mission Valley and have a young kid, you gotta drive out of Mission Valley to get them to school and get them from school. So a local school for those families is absolutely necessary," Naji adds.Sudberry has plans to build 5,000 new homes in the neighborhood. That, combined with other development on the north side of Mission Valley, is expected to bring a population boom. The District says they're trying to be ahead of the curve when it comes to having a school ready to serve the area.The new school will be on the corner of Civita Boulevard and Via Alta, just west of the new Civita Park. Right now, the land is occupied by a small grassy area and a dog park."The idea was to locate the school in a central location for the community that was really kind of civic heart or the social hub of the community," says Sudberry VP Marco Sessa. "We tried to create an environment here where really you can live, play, and work. A school is a big component of that."People who live in Civita say they're excited about the news, but also want to make sure it lives up to high academic standards."It's all about the level of education," says Russell Pontone. "It's one thing to build a beautiful building. But are you going to have the best teachers there? What kind of programs and resources are actually going to be available?"The District has not said how much it will cost to build the new school. Money from Proposition Z and local development impact fees will pay for the construction.
