SHIJIAZHUANG, April 9 (Xinhua) -- Beijing-based Sanyuan Group successfully bid 49 million yuan (7.2 million U.S. dollars) on Thursday to buy a 95-percent stake in the Sanlu (Shandong) dairy company, previously owned by the Sanlu Group, the bankrupt dairy firm at the center of the melamine contamination scandal.     The shares were put up for sale at an auction in the northern city of Shijiazhuang, capital of Hebei Province, according to sources with the Hebei Jiahai Auction Co. Ltd.     Four companies participated in the auction, which started at 10a.m., with the opening bid of 33 million yuan.     "The company is happy with the result," said a representative of Sanyuan after the auction, but he refused to comment further.     Sanlu (Shandong), which was set up in 2006, specializes in making and selling liquid milk products. The company changed its name to Shandong Ecological Pasture Co. Ltd. in October last year.     The other three bidders were Beijing investment consultancy Tongde Tongyi, a Hebei food company Xiangyao, and Wandashan dairy company in northeast Heilongjiang Province.     Auctioneer Yuan Guoliang told Xinhua that "the four bidders had clear idea about the value of the shares, and the atmosphere was tense."     However, the sale of a Sanlu's 70-percent stake in the Tangshan Sanlu company had been revoked just before the auction.     Sanyuan Group successfully bid 616.5 million yuan to buy Sanlu's core assets on March 4.     Sanlu Group, which was based in Shijiazhuang, had been China's leading seller of milk powder for 15 years until the melamine scandal broke in September last year. The group's revenue hit 10 billion yuan in 2007, when Sanyuan's revenue was only 1 billion yuan.

NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

BEIJING, April 15 (Xinhua) -- China, the world's biggest manufacturer of electronics and information technology (IT) products, said Wednesday it will boost the industry's development to create more than 1.5 million new jobs in three years.     The electronics and IT sector is expected to contribute at least 0.7 percentage points to China's annual gross domestic product (GDP) growth from 2009 to 2011, compared with 0.8 percentage points last year, according to a document approved by the State Council and published on the government Web site.     That will provide new jobs for nearly 1 million college graduates, which are included in the total 1.5 million targeted vacancies, said the document.     China's electronics and IT products sales surged at an average annual rate of 28 percent from 2001 to 2007, but slowed sharply to 12.5 percent last year amid the economic downturn.     Sales in 2008 totaled 6.3 trillion yuan (920 billion U.S. dollars), with exports reaching 521.8 billion U.S. dollars, or 36.5 percent of the country's total export value.     The government announced a support plan for the industry in February. The Wednesday document made clear details of the plan.     The government will boost the industry by increasing state investment, credit support and export tax rebates, said the document.     It also pledged to expand the domestic market for the industry and encourage innovation and restructuring.     In the next three years, the country aims to achieve technological breakthroughs in strategic domains of the industry such as integrate circuits, new-type displays and software, according to the document.     For instance, revenues from software and information service sectors will take up 15 percent of the industry's total, up from the current 12 percent.     In addition, fresh growth will be cultivated in such fields as digital TVs and the new generation of mobile communications and Internet.     The government said it will vigorously promote the overseas commercial use of its domestically-developed TD-SCDMA standard for the high-speed third-generation mobile communications.

BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials.     Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). The drought has affected 63 percent of the province's 5.26 million hectares of wheat.    About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter.     Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said.     Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas.     Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     Relevant departments should allocate special funds to aid poverty-stricken people in rural areas.     The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work.     Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases.     Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.

TOKYO, March 31 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), met late Monday with executives of major Japanese media, urging media of both countries to make due contributions to the advancement of Sino-Japan strategic and mutually beneficial relations.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said that both Chinese and Japanese media need to adopt a responsible attitude to report issues concerning bilateral relations and situations of their respective countries in line with the principle of authenticity, objectivity and comprehensiveness in a bid to promote mutual understanding and trust between the two peoples.     The media should also proceed from the general situation of Sino-Japan relations to boost mutually beneficial cooperation in various areas, focusing more on news reports that are beneficial to closer bilateral cooperation and providing more information that is conducive to China-Japan strategic and mutually beneficial relations, he said.     Exchanges and cooperation between the media of the two nations, such as "Beijing-Tokyo Forum" and "China-Japan Media Dialogue", help to establish new channels and forms for frank, in-depth and rational dialogues as well as a platform for the two peoples to deepen their mutual understanding, he said.     Executives of key Japanese media such as public broadcaster NHK,TV Asahi, The Yumiuri Shimbun, Kyodo News Agency said that it is the common aspiration of both peoples as well as their historical responsibility to promote the steady and sustained growth of Japan-China relations.     They also made proposals on advancing exchanges between media of the two countries, expanding bilateral cooperation on economy and trade and improving feelings the two peoples harbor toward each other.     On Tuesday, Li visited the headquarters of The Yumiuri Shimbun and NHK, inquiring in detail about the management and operation of the two Japanese media.     Li arrived here Sunday for an official goodwill visit.
