SAN DIEGO (KGTV) — San Diego City Council President Georgette Gomez has floated the idea of turning the second floor of Golden Hall into a permanent homeless shelter.Gomez made her comments Tuesday as the City Council unanimously approved a plan to use the second floor as a temporary shelter for three months while a Father Joe's bridge shelter is relocated. The current shelter for women and families at 14th and Commercial will close April 1. The city plans to build a new tent shelter to open on a lot at 17th and Imperial by June 30. Construction will cost million and the city will lease the land for ,000 a month. "So why spend million to put something back when we can actually spend million in maybe long-term leases to try to find a permanent solution," Gomez said. The Golden Hall concourse is about 1.5 miles away, and steps from City Hall. The bottom floor is still used for various events, including naturalization ceremonies and performances. Greg Block, a spokesman for the mayor, said long-term at Golden Hall wouldn't work for Father Joe's."For their clients, they need to be close to their main campus," he said. "Going back and forth via shuttle and all kinds of things isn't a workable solution for these folks that are there longer term."Bill Bolstad, chief revenue officer for Father Joe's, said the 17th and Imperial location would help residents get health and child care and employment services. "All kinds of things that are infinitely easier to provide when it's right next door, that's why we're very excited about the location down there," he said. Gomez said she understood that but also that Golden Hall is also close to those locations on the east end of downtown. SAN DIEGO (KGTV) - San Diegans are remembering Talk Show Host and Entertainer Regis Philbin after he passed away Friday.Philbin's first television appearance was on the Regis Philbin Show at ABC 10News. Back then we were called KOGO TV."He never forgot where he started in television and that was right here in San Diego and he loved talking about it," Radio Personality and Friend Shotgun Tom Kelly said.Kelly rescued a couple old photos from the newsroom before they were thrown out depicting Regis' time at ABC 10News. One shows a youthful Philbin standing with the news crew in front of two rows of cars and a KOGO TV van.Another shows him at the Regis Philbin Show desk."I came to Channel 10 in 1960 and I think Regis started in 1961." Former Chief Photographer Lee Louis said he was 19-years-old at the time. He said Philbin seemed like a father figure back then, but he later realized Philbin was only 29.His most memorable assignment with Philbin was when Jayne Mansfield came to town. He said they "went to the old Lindbergh Field terminal off Pacific Highway before they even built the new terminal... He interviewed Jane Mansfield and as we talked about earlier, somewhere I have a black and white picture of him interviewing Jane Mansfield."Louis said he didn't realize until he saw Philbin on national television, what an icon he would become.Philbin's success, according to Kelly, was partially due to advice Philbin received from a San Diego Union Tribune Columnist named Don Freeman. Kelly said Philbin had just left the Navy and wanted to work in television. He said Philbin loved reading Freeman's articles and mustered up the courage to go meet him and talk about breaking into the business. Kelly said he gave him this advice, "I think you've got a future, the one thing that's going to make you stand out is be yourself. And that's what Regis was, he was always himself. If you met Regis in person, it would be the same way you saw him on television."That relatable personality drew millions of fans over the years, including Louis."I still enjoyed watching Regis and Kelly Live and 'yeah I knew that guy,' I started with him, or he started with me, I don't know which," Louis said smiling. Kelly said he had the privilege of hosting a Hollywood Media Professionals luncheon last year honoring Philbin's career. He wanted to surprise Philbin and brought out his first photographer. "Regis was overjoyed, it was just wonderful. I mean it was just a great surprise to pull that on a celebrity."Kelly said he would be missed."At least he didn't die of the virus [coronavirus]. It sounds like he went naturally. It sounds like he was home, I'm sure his family was around him. SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. "For example, a drive-thru Halloween event to allow children to don their Halloween costumes and we plan to probably have that codified by the end of this month.RELATED: Los Angeles County backs off trick-or-treating ban, but advises strongly against it"But right now, there is no discrete plan."Tuesday, Los Angeles County issued guidelines that banned trick-or-treating and trunk-or-treat, in which children take candy from parked cars, under the county health order. Wednesday, county officials walked back that guidance and said the trick-or-treating is "not recommended.""Trick-or-treating, we're highly recommending that it not happen," Los Angeles County Public Health Director Barbara Ferrer said. "We don't think it's an appropriate activity during a pandemic. ... You know, there's no guarantee when you go trick-or-treating that your child goes up to a house where the person who opens the door is wearing a face covering. And when you don't know the people opening the door, there's no guarantee they're not sick and that the candy they're passing out that they've touched may not be safe for you to want your child to be sharing."Wednesday, San Diego County reported 247 new coronavirus cases, bringing the region's total to 41,324. The county also has 22 community outbreaks in the last seven days.What's unclear is how California's new color-coded tier system to affect how any holiday guidance is established. Last month, the state issued a new tier system that divided counties into four tiers. San Diego is currently in the second tier, red or "substantial," reserved for counties with four to seven cases per 100,000 and 5% to 8% testing positivity. Wednesday, the county reported that one of those metrics, case rate, neared 7 cases while positivity sat at 4.2%. SAN DIEGO (KGTV) — San Diego Police are searching for the driver involved in a fatal hit-and-run in Mountain View last month.Police say 81-year-old Ruben Mendez was walking in a crosswalk at the intersection of South 45th St. and Logan Ave. on June 30 just before 7:30 p.m. An unknown, silver-colored vehicle was turning left onto Logan Ave. when it collided with Mendez. The vehicle then headed eastbound in the 4700 block of Logan Ave., police say.The vehicle did not stop to check on Mendez before fleeing the scene, police added.Mendez sustained major injuries and was taken to a nearby hospital. On July 1, he died of his injuries.Investigators are asking anyone with information on the crash or suspected vehicle involved to call SDPD’s Traffic Division at 858-495-7807 or Crime Stoppers at 888-580-8477. 818
