SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added.The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility.When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. San Diego ICE ERO management will continue to monitor the situation. Temporary blocked phone calls may be restored when deemed safe to do so.” 2118

"San Diego Bay Parade of Lights" brings out boats dressed in hundreds of lights to the bay, as they parade on the water Dec. 9 and 16. SAN DIEGO (KGTV) - Dozens of people came out to see a country music concert at Moonshine Beach in Pacific Beach Thursday night.The concert was scheduled before the Borderline Bar and Grill shooting in Thousand Oaks Thursday night.  Brodie Stewart was opening for Colt Ford.Country Music Stewart told 10News ahead of the show he would hold a moment of silence for the victims of Borderline during his show. He also said proceeds from his merchandise sales would also be donated to victim’s families.“It’s hard to talk about because it’s so close for our friends and the country music community,” Stewart said. “It’s been devastating.”Becky Williams, a long-time country music fan, said it’s unfortunate that it was the second attack in a country music venue in just a little over a year.  The Route 91 Harvest Festival in Las Vegas in October 2017, was the deadliest attack by a lone gunman in America.  Despite the repeated attacks, Williams said that she didn’t think twice about attending the concert Thursday night.“Heck no, country music is my life,” Williams told 10News.Survivors from the Las Vegas shooting said the Borderline shooting reopened old wounds and churned up former emotions.“I still haven’t been able to really cope with it, and it brought that back up to the surface,” said Kyle Hurd, who survived the Las Vegas shooting.Others shared the same sentiment, saying it was the best place anyone part of the country music could be.“We love that we can get together and mourn together and we understand each other,” Kimberly Burroughs said. 1578

Gavin Newsom said Tuesday he's worried about family gatherings around California ahead of the Fourth of July weekend and will announce new measures to dial back reopenings on Wednesday.Newsom said the prospect of family gatherings, not just bars or demonstrations, this weekend has health officers worried about the continued spread of the coronavirus. He added that new measures related to enforcement will also be announced on Wednesday."Tomorrow we will be making some additional announcements on efforts to use that dimmer switch we've referred to and begin to toggle back on our stay-at-home order and tighten things up," Newsom said. SAN DIEGO (KGTV) — For the second time in as many weeks, several train cars derailed near the downtown San Diego area.The BNSF Railway Company says 19 cars derailed at about 9:40 p.m. Friday while traveling at slow speeds. The train cars were carrying automobiles.The backup continued into Saturday morning.
