(KGTV) - San Diego-based Rep. Scott Peters described his trip to a migrant detention center near McAllen, Texas, as "stunningly depressing.""The single men were being held in a series of rooms, each built for say 8-10 people and I think they had 40 people in them ... The faces of these men just looking out with desperate looks through these windows, some of them shirtless, it's obviously very hot in those places," the Democratic congressman said of his July 13 visit.Peters described the stench from the facility due to the inability for the men to shower. He said another holding facility the size of a convention center, had women and children in rooms divided by chain-link fence. "For the small children there's a small area where they can have toys. There's a few tragic sights you see of four or five-year-olds who are unaccompanied," he said.He said San Diego isn't dealing with nearly as many migrants compared to Texas, "the night before we arrived they picked up 2,000 people." He said he's proud of how San Diegans have stepped up, creating a migrant shelter downtown to fill in the gaps created with new laws meant to speed up the process."They do the intake, provide medical assessments, and then get these people on their way so that they can be out on their way with their family around the country and ready for their asylum hearing," he said.Ultimately he said there needs to be change at the southern border and in the countries causing their citizens to flee. 1490

(KGTV) — Saturday, President Donald Trump signed a law approving the use of 9-8-8 as the universal telephone number to reach the National Suicide Prevention Hotline starting in 2022.The National Suicide Hotline Designation Act, which was passed by the U.S. House in September after being approved by the Senate and Federal Communications Commission, will allow individuals to dial the three digits 9-8-8 as opposed to the previous 10-digit hotline number, which is currently 1-800-273-8255 (TALK), CNN reported. The new number will take effect in July 2022.The bill allows states to collect fees aimed at ensuring local crisis centers can support increased volume and directs federal health agencies to submit a report to Congress on strategies to improve support services for LGBTQ youth, minorities, and individuals in rural counties, who are at a higher risk for suicide. In 2019, the FCC estimated that the costs of implementing a three-digit hotline for the first year would be about 0 million and 5 million in the second year, which includes costs for call-center capacity and public awareness campaign. The agency stressed, however, that the "benefits of this action are quite likely to outweigh the costs."The new number will not come with a texting option, but the FCC said in July it will look into the capability for that if it becomes available.Anyone who needs help now can call the National Suicide Prevention Lifeline at 1-800-273-TALK (8255) and text "HOME" to 741741 for the crisis line. Crisis support in Spanish is available at 1-888-628-9454.CNN contributed to this report. 1605

(KGTV) - Was a half-eaten plate of macaroni and cheese turned into a makeshift art installation on a city street?Yes.On Tuesday a picture popped up of the plate sitting on a road barrier in Ontario, Canada. It was still there two days later, so someone added a museum-like name tag to a nearby light post: "Abandoned Snack (2019) Macaroni and sundried tomato on ceramic. Unknown Artist."It's not clear who's responsible. 427

(KGTV/AP) - California Attorney General Xavier Becerra filed a lawsuit Tuesday against the Trump administration over a decision to include a citizenship question on the upcoming U.S. Census. On Monday, the U.S. Commerce Department announced the reinstatement of the citizenship status question for the 2020 census. The question has not been a part of the census since World War II.Commerce Department officials said adding the question will help the Justice Department enforce the Voting Rights Act, which protects minority voting rights. It said that between 1820 and 1950, almost every decennial census asked a question on citizenship in some form.“Secretary [Wilbur] Ross has determined that reinstatement of a citizenship question on the 2020 decennial census questionnaire is necessary to provide complete and accurate census block level data,” officials said in a press release issued Monday. The population count taken every 10 years is more than an academic exercise. It's required by the Constitution and used to determine the number of seats each state has in the House as well as how federal funds are distributed to local communities. It helps communities determine where to build everything from schools and grocery stores to hospitals.A coalition of state attorneys general, including Becerra, urged the department last month to not add such a question, saying it could lower participation among immigrants and cause a population undercount. In an op-ed published on the San Francisco Chronicle website, Becerra said a citizenship question “would discourage noncitizens and their citizen family members from responding to the census, resulting in a less accurate population count.”Becerra also added: “California, with its large immigrant communities, would be disproportionately harmed by depressed participation in the 2020 census. An undercount would threaten at least one of California’s seats in the House of Representatives (and, by extension, an elector in the electoral college.) It would deprive California and its cities and counties of their fair share of billions of dollars in federal funds.”Becerra announced the lawsuit on his Twitter account Tuesday morning:Here's the lawsuit we filed last night against @realdonaldtrump's #census2020 decision. #California simply has too much to lose for us to allow his Administration to botch this obligation! #citizenship pic.twitter.com/Kp1WWJ3jC8— Xavier Becerra (@AGBecerra) March 27, 2018Census counts are taken by mail and by workers walking neighborhoods. The Census Bureau says that the 2010 census drew a massive response, with about 74 percent of the households mailing in forms, and the remaining households counted by workers in neighborhoods. 2727
