CARLSBAD, Calif. (KGTV) - After hundreds of signs and fences along the trails at the Carlsbad Ecological Reserve are ripped from the ground, Fish and Wildlife is now setting up a specialized enforcement team. Secret cameras set up around the 500 acre reserve caught dozens of bikers ripping up signs, cutting fence wire and vandalizing property.Fish and Wildlife representative Peter Tira told 10News this is nothing new."We're not dealing with recreational mountain bikers, we're dealing with folks who disregard the law and believe the law doesn't apply to them," said Tira.Starting Saturday, April 6, Fish and Wildlife enforcement officers will hand out citations to all bikers who are caught riding the trails. Each citation comes with a 0 fine. "We've installed about 500 signs on this property almost all of which have been taken down or vandalized. On each of the signs it says 'No Bicycles'," said Tira.However, many mountain bikers who showed up to the trails Wednesday told 10News this is a popular spot for many in the Carlsbad area. Ivan Sekanovich comes to ride these trails at least once a week and is disappointed that Fish and Wildlife are letting the actions of a small group of bikers ruin it for the rest of them."For the most part, people know where they're supposed to hike and the bikers know where to bike," Sekanovich said. 1358

CALEXICO, Calif. (KGTV) - Nearly two and a half miles of the current border wall along the U.S.-Mexico border in Calexico are being replaced with 30-foot high, bollard-style walls.The section of the replacement, which broke ground last week, extends from the Calexico Port of Entry westward just past Gran Plaza Outlets, according to Customs and Border Protection officials. The project also includes 2.25 miles of all-weather roads.CBP officials tweeted out photos of the construction Thursday, saying "replacement project in Calexico is going well. 30-foot tall steel bollard wall is stacked on the ground waiting to be installed after the removal of old landing mat barrier."RELATED: President Trump to visit San Diego, inspect border wall prototypesThe section under construction was built in the 1990s out of recycled metal scraps and old landing mat.While officials said the wall has proven effective, "smuggling organizations damaged and breached this outdated version of a border wall several hundred times during the last two years," resulting in costly repairs.The construction is separate from President Donald Trump's promised wall across the border. CAMP PENDLETON, Calif. (KGTV) — Officials Friday identified the Marine killed in a rollover crash this week at Camp Pendleton.Officials identified 1st Lt. Hugh C. McDowell, 24, of Washington D.C., as the Marine killed after a light armored vehicle rolled over Thursday at Camp Pendleton. Six others were also injured in the crash.The crash occurred during regularly scheduled battalion training, officials said. The cause of the crash was still under investigation Friday.RELATED: Marine killed, six others injured in rollover at Camp PendletonMcDowell was a platoon commander assigned to the 1st Light Armored Reconnaissance Battalion, according to officials. He accepted his commission as a Marine Corps officer on May 5, 2017. Through his military career, he had been awarded the National Defense Service Medal and the Global War on Terrorism Service Medal."We recognize that military operations are inherently dangerous and we take extreme precautions to ensure the safety and welfare of our Marines. This is a tragic accident and we are heartbroken at the loss of a member of our Marine Corps family. We will do all we can to comfort the family, friends and colleagues of Lt McDowell," the 1st Marine Division said in a release.The six other Marines injured in the crash were taken to a local hospital with injuries not considered serious.
