SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. SAN DIEGO (KGTV) — A jury returned several guilty verdicts Friday against a La Jolla restaurant owner accused of raping eight women who he either drugged or knew were too intoxicated to consent to sex.Jurors found 61-year-old Daniel Dorado guilty of 20 counts in connection with alleged rapes that happened in 2009, 2014, 2015, 2017, and 2018. Some of the counts Doroado was found guilty of include two counts of rape of an unconscious person; two counts of rape of an intoxicated person; two counts of assault with intent to commit rape, sodomy oral copulation or sexual penetration of an unconscious or intoxicated person; two counts of sexual penetration of an unconscious person with an unknown object; and two counts of sexual penetration of an intoxicated person with an unknown object.Dorado had faced 35 felony counts. The jury acquitted him on three counts, deadlocked on six counts, and have not yet reached verdicts on six remaining counts. SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. Part of the supplemental funding I voted to support this summer included crucial funding for medical care for migrants. In the coming weeks, my staff will meet with the head of CBP's San Diego Field Office to demand a stop to this behavior. No person should have to endure this level of pain and suffering at the hands of federal law enforcement officials, so we will continue to press the Department until appropriate changes are made."The ACLU of San Diego and Imperial Counties is also calling for changes to the way CBP provides medical care.A letter from the organization to the Executive Assistant Commissioner CBP Office of Field Operations stated, "Over the past few months, multiple reported instances indicate that U.S. Customs and Border Protection ("CBP") is knowingly denying access to medical care to persons in CBP custody at the San Ysidro port of entry while these individuals detoxify from a variety of controlled substances, including prescribed medications. San Diego (KGTV) -- A local enterprise center for at-risk teens in City Heights is doing what they can to help those struggling during the pandemic. Their weekly food distribution is serving hundreds of people.The Union of Pan Asian Communities, also known as UPAC, works with at-risk teens in the City Heights community. The organization strives to lead the teens on a successful path.“We provide all the mentorship and guidance that we can for these kids to follow the right tracks but employment is such a critical feature,” says Director Dante Dauz.In 2018, the Enterprise Center was created to help the teens gain employment and entrepreneurial skills. The center consists of the “Neighborhood Cafe,” a commercial kitchen, print shop and technology center.“They are prepared to open up their own business,” says Dauz. “They’ve been instructed from top to bottom about what licenses they need, business formation, marketing plan.”When the pandemic hit, Dauz says many people in the City Heights area were in need of food.“This community was already experiencing challenges and barriers before COVID-19 hit.”UPAC distributes 6,000 pounds of food through care boxes every Friday.“In addition to the distribution boxes our cafe also pumps out roughly 1,000 hot meals for the families.”Dauz says the teens serving the families not only get a chance to better their professional skills but also give back to the City Heights community they love.“Food for the next few days isn’t going to solve all their problems but, its definitely going to help,” says Dauz. “We take a lot of pride in being able to do that.”The organization says to ensure there is enough for everyone, they encourage people to call and reserve a donation box ahead of time. 1750
