SAN DIEGO (KGTV) -- San Diego police arrested a man in connection with the murder of a man on the I-15 freeway early Saturday morning.Police said 21-year old Brandon Acuna was in jail for his involvement in the murder of 21-year old Curtis Adams of San Diego.According to jail records, Acuna was booked for murder.Police did not confirm if he is directly responsible for Adams' death.Adams and his girlfriend were driving southbound on the freeway near the northbound I-5 on-ramp in Mountain View at around 2:20 a.m. on Saturday when they spotted a stranded car.The couple stopped their vehicle to help, said San Diego police homicide Lt. Anthony Dupree. Adams exited his vehicle and approached the other car.Someone inside the vehicle opened fire on Adams then fled the scene.Adams, an active-duty service member in the Navy, was taken to UCSD Medical Center, where he died from his injuries. Police said Acuna was also involved with an incident that happened 10 minutes earlier in a Mount Hope neighborhood.They say the suspect(s) in that incident shot at a victim after trying to break into his car near 600 Boundary Street. SAN DIEGO (KGTV) - San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. Our tax dollars should be spent uplifting the quality of life for all San Diegans, and tackling our issues on road infrastructure, housing, and homelessness,” she said.For the immediate neighbors of the border wall prototypes, the initial impact has been positive.Otay Pizza manager Wade Aljabi said he’s had an increase in business from CBP officers and construction workers.That might change tomorrow as President Trump’s visit leads to road closures just east of his location in a strip mall at SR-905 and Siempre Viva Rd.“We’ll be open 7 to 7,” Aljabi said. 2932

SAN DIEGO (KGTV) – Roughly 24 hours after stepping foot on Hawaiian soil, San Diego mother Christina Adele said that she and her family flew back home from vacation once Hawaiian state health officials had them quarantine after not accepting their negative test results.“I was in tears,” she told ABC10 News. She said that before the trip she checked Hawaii's entry checklist which requires a negative nucleic acid amplification test performed by a trusted partner, including CVS Pharmacy. She said that she and her family went to a CVS in Poway to get tested, which is where she said that she clarified with CVS staff that their testing would be adequate. “I said, ‘We're going to Hawaii. We need to make sure this is not an antigen or antibody test,’ and they assured me it wasn't,” she added.The family’s excitement quickly faded after their plane touched down in Hawaii. Adele said that Hawaiian health officials did not accept their tests and said that her family was instructed to quarantine for 14 days in their room at their resort.“[The resort staff said] if we see you out at all we're going to call the Hawaiian Police Department and you will go to jail,” she told ABC10 News. “I didn't pack much of anything for my son. I had some diapers and some things but I was thinking I was going to buy all that stuff in Hawaii.”She said her family couldn’t handle the quarantine so they flew back home the next day.“[I got] an email saying that [Hawaiian health officials] reread our COVID tests and they actually are valid and we could be immediately released from quarantine," she said a day after returning home.Part of the email reads: "Aloha, your COVID test has been read and you have been released from quarantine."“The whole ridiculous part is we had the negative COVID tests from the trusted partner,” she added.State health officials in Hawaii emailed the following to ABC10 News: 1901

SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power.
