SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday. SAN DIEGO (KGTV) - As President Donald Trump threatens to shutdown the U.S.-Mexico Border, San Diego leaders are in Mexico City to strengthen economic ties and talk binational business.Five mayors and nearly 100 elected officials, business and community leaders from San Diego and Baja California left for Mexico Sunday for the San Diego Regional Chamber of Commerce’s 14th annual Binational Delegation to Mexico City.San Diego Mayor Kevin Faulconer said the top two issues up for discussion are the continuing Mexican sewage runoff problems that impact our beaches and the free trade relationship between the U.S. and Mexico.Monday, Mexican officials said 70 percent of trade with the U.S. is by trucks, and the Mexican Government is ready to collaborate with the U.S. to ensure border safety and that trade flows efficiently.“Free trade is incredibly important to our region here in San Diego,” said Faulconer. "We have over 100,000 jobs that are dependent upon trade with Mexico.”Faulconer said the goal is to create a safe, secure and functioning border. He is also calling for the approval of the new United States-Mexico-Canada Agreement, or USMCA.The Chamber also said advancing USMCA is a key priority of this week's meeting.Monday the delegation will discuss the U.S. Mexico trade relationship, including the border, immigration and economic development. On Tuesday the delegation will discuss the U.S. Mexico water policy.Imperial Beach Mayor Serge Dedina has been pushing for the Mexican government to rebuild basic sewage infrastructure. The sewage runoff from the Tijuana River Valley flows into some of our local beaches, shutting them down for days and sometimes even months.Dedina said he hopes to come back to San Diego with new solutions to resolve the ongoing, decades-old issue.“Will be really pressing really hard with high-level officials to really move this forward so we can continue to have clean beaches,” he said Sunday.The leaders will wrap up their trip to Mexico on Wednesday. 2016

SAN DIEGO (KGTV) — Cat Kom spent Tuesday morning leading Studio Sweat’s spin and sculpt fusion class, a half-hour of spin, and a half-hour of strength.“It is hard but it feels so good,” Kom said after the session.The other thing adding to her jubilance: the fact that she could finally open her boutique gym's new location in Rancho Bernardo.She said it seems like a long time coming.Kom’s outlook was a lot different when she first spoke to 10News in April in the midst of the coronavirus shut down.She couldn't open her new gym, was still paying rent for the old 4S Ranch location, and, like many small business owners, was shut out from a federal stimulus Paycheck Protection Program loan.“We didn't lay a single person off,” she said at the time. “That was our plan and that's what we hoped to do. Now we're kind of going, oh my gosh I might have to lay people off.”Fast forward to Tuesday. Studio Sweat was in its fifth day of operation after restrictions lifted.Kom ultimately got an ,000 PPP loan and never had to lay anyone off.Still, hours are reduced as membership is only at 65% pre-coronavirus levels and she still owes full rent.“I kind of had these grand dreams that we were going to open up and everybody was going to come back, but that's just not the case,” Kom said.Kom spent a couple of thousand dollars outfitting studio sweat for safety, including more sanitation stations.She says, however, that if there does happen to be a second wave in the future, studio sweat will be more prepared to handle it and rebound faster.The governor's guidelines for gyms to reopen include physical distancing, and for patrons to bring their own towels. 1668

SAN DIEGO (KGTV) — As the heat wave continues, San Diego families are doing their best to seek out ways to stay cool. Antonia Maryna Gomez is a mom of two in Chula Vista and said it’s been hard to find ways to stay entertained and cool while also remembering social distancing.She’s taken her three-year-old to the pool, visited splash pads, played with water balloons and tried the beach, but she said the crowds were too large for her comfort at the beach. It’s also been difficult to keep her excited son away from other people.RELATED: Flex Alert issued for California, SDG&E lists possible neighborhoods impacted“It’s hard especially because he’s a very social kid, he loves talking to people but it’s hard to tell your kid what it’s like six feet apart,” she said.Another option to find relief in her area is cooling centers. A cooling center is open at the old Sears at the mall in Chula Vista on Broadway. This facility is typically open Monday through Friday, but did open up the weekend of Aug. 15 because of the excessive heat. Tony Ramos works for the City of Chula Vista and said they’ve been able to provide resources that are hard to find because of the pandemic.“We show movies, we also have wifi access which is very important because a lot of our libraries, a lot of the places where people normally tap wifi, are closed,” said Ramos.RELATED: San Diego County opens cool zones amid heat waveFacilities like that will be crucial due to a Flex Alert issued for all of California through Wednesday. The Flex Alert goes from 3 p.m. to 10 p.m. every day, and everyone is asked to conserve energy to decrease demands during the heat wave and ideally prevent the need to cut off power in areas, however, consumers should be prepared for the likelihood of rotating outages.Between 3 p.m. and 10 p.m., the California Independent System Operator (ISO) is urging consumers to:Set air conditioning thermostats to 78 degrees, if health permits.Defer use of major appliances.Turn off unnecessary lights.Unplug unused electrical devices.Close blinds and drapes.Use fans when possible.Limit time the refrigerator door is open. 2136

SAN DIEGO (KGTV) - Coronavirus vaccine trials are underway, but it's unlikely you'll be able to get one before next year.ABC 10News spoke with Dr. Anthony Fauci, the Director of the National Institute of Allergy and Infectious Diseases, about the next steps in the battle against the Coronavirus.Team 10 investigative reporter Adam Racusin asked Dr. Fauci when a safe and effective vaccine will be available."Well, Adam, we're hoping that's going to be as we get toward the end of this calendar year late fall early winter," he said. "In the United States, two candidates have already started a phase three trial. They started last week on July 27."Fauci said in the next few months, other companies will be getting into a phase three trial."We hope, and I think we can be cautiously optimistic about this, that we will have a safe and effective vaccine by the end of the year, beginning of 2021," he said. "There's never a guarantee Adam, and that's why you do the trials, and the phase three trials are about 30,000 people."Dr. Fauci explained that the government has invested hundreds of millions of dollars - if not billions on vaccine production even before they know if it will work. So, if it is valid, in early 2021, there could be tens of millions of doses ready to go.As for who'd get it first, Fauci said they have committees that advise the Centers for Disease Control and Prevention. They're also adding an extra layer of individuals from the National Academy of Medicine to complement that decision."The prioritization is usually for those who would benefit the most and need it the most such as health care providers, those who are vulnerable, the elderly, those with underlying conditions including minority individuals who we know disproportionately suffer much more both in infection rate and in serious consequences," Fauci said.But even if the vaccine is approved, the speed at which it'll be done makes some people cautious and even uncomfortable. Others have indicated they are against any vaccine."We're having what's called community engagement and community involvement," Fauci said. "This has been very successful when we had interventions during the earlier years of HIV/AIDS when there was some skepticism in the community about safety and efficacy in drugs. So we're going to get community leaders to help us get out there and be very transparent in outreaching to the various communities, including minority communities, that may have some skepticism to getting vaccinated."The vaccine is months away at a minimum, yet positive cases are still rising in some communities.Dr. Fauci said what's concerning to him is the capability of the virus to be efficient in how it spreads from person to person."We've got to take it seriously," he warned.Team 10 investigator Adam Racusin asked Fauci, while the country is waiting for a vaccine, does he believe school-aged kids should be physically in school.“Well, I think they should be what we call an overriding default position,” Fauci said. “That it is better, and we should try to the best of our ability to get the children back to school because of the deleterious effects to the children when they’re not in school and the ripple effects to parents of having to stop work to take care of them. However, and I underline the ‘however,’ this should not be sacrificing the health, the welfare or the safety of the children as well as the teachers.”He continued, “So we live in a big country, and you’ve got to realize that there are some areas locally where the infection is so low that you can get the kids back to school, no problem. You’ve got to be realizing and flexible that there are some areas of the country where the infection activity is so high that locally the individual people responsible may have to make the decision either to not get the kids back to school or to do it in a way that safeguards the children’s health by hybrid between online and in-person, physical separation, indoor-outdoor, morning afternoon. There are a lot of ways to do that. We have to be flexible.
