Vista Way and Wave Dr., according to San Diego Sheriff's Department. It wasn't immediately clear how the collision occurred.No further information was immediately released. 336

(KGTV) - A North County prosecutor told a judge at an emotional hearing Tuesday that the husband accused of killing his estranged wife and her sister in Escondido admitted to the murders with qualifiers.Juan Carlos Ortega, 33, appeared in Vista court at an arraignment for last week’s deaths. Firefighters found the body of 26-year-old Ana Soto in a burning white SUV at the corner of Country Club and Kauana Loa drives in the Harmony Grove area Thursday morning.RELATED: Escondido police: Burned-out SUV tied to home where woman was found deadA trace on the SUV’s license plate led to a home on West 11th Avenue, where police found the body of Veronica Soto Ortega. Two young children were sleeping inside the house and taken into protective custody.About 14 hours after the discovery of his wife’s body, homicide detectives arrested Soto Ortega's husband, Juan Carlos Ortega, at his Carlsbad workplace, police said.Ortega is being held without bail. He is being charged with two counts of capital murder, which carry the possibility of the death penalty or life in prison without parole. WASHINGTON — The Department of Justice is using aggressive tactics against those it has charged in the civil unrest over racism. Those people have been portrayed by President Donald Trump as violent left-wing radicals.The Republican president has used the protests to try to scare white, suburban voters into reelecting him. But an Associated Press review of thousands of pages of court documents from the more than 300 federal arrests made nationwide shows many are people caught up in the moment. Very few of those charged appear to be affiliated with any highly organized extremist groups.The Associated Press reports that there is only one apparent mention of antifa in a federal arrest. In a Boston case, an FBI Gang Task Force member was investigating “suspected ANTIFA activity associated with the protests” when a suspect shot at police. The arrest record said the FBI is not investigating the shooter as an antifa member.Members of both far-left and far-right groups have been arrested charged for acts of violence amid a summer of protest, as have those who seized upon the chaos as a chance to loot businesses. But the vast majority of those arrested during summer protests are young suburban adults with little criminal history, from the very neighborhoods Trump vows to protect.Despite that sparse criminal history, the AP reports that the federal government is pushing to keep those protesters behind bars, even as the COVID-19 pandemic is spreading quickly among those who have been incarcerated. According to a tracker compiled by the AP and The Marshall Project, more than 16,000 COVID-19 cases have been recorded in the federal prison system.The Associated Press adds that 40% of those facing federal charges are Black, and two-thirds are under the age of 30.The vast majority of protests against police brutality and systemic racism that took place this summer following the death of George Floyd were peaceful. One study showed that 93% of Black Lives Matter protests between late May and late August were peaceful. 2043

  

WASHINGTON (AP) — A new study finds climate change is making stronger El Ninos, which change weather worldwide and heat up an already warming planet.Scientists looked at 33 El Ninos since 1901. This natural weather phenomenon is the warming of equatorial Pacific that triggers weather extremes across the globe.Since the 1970s, scientists have found El Ninos are forming farther to the west in warmer waters.Researchers led by the University of Hawaii say this leads to some stronger El Ninos.This is important because El Nino —especially strong ones — can trigger drought in some places, like Australia and India. And it can cause flooding in other areas like California.The study is in Monday's Proceedings of the National Academy of Sciences. 753

  

WASHINGTON — President Donald Trump traveled to Kenosha, Wisconsin, on Tuesday -- a city still reeling from social unrest following the shooting of Jacob Blake. Democratic Nominee Joe Biden has not visited yet although he said he was looking into it on Monday. Trump's visit to Kenosha comes days after the president stopped in Louisiana following the landfall of Hurricane Laura. But do presidential visits during a crisis help or hurt the community? "If I was doing his security, I would advise against it," Grant Whitus, a retired SWAT team leader in Colorado said. Whitus has protected presidents in the past and is a Trump supporter. Whitus says when a president comes to town, hundreds of officers need to be reassigned. "Their resources are already stretched to the max trying to deal with this," Whitus added. Many Wisconsin leaders feel the same way. Gov. Tony Evers (D) of Wisconsin wrote to the president unsuccessfully asking him to cancel his trip. Visits to areas in crisis have been a signature of Trump's since taking office. During his 2016 campaign, Trump visited Louisiana and their flood devastation a full four days before siting President Barack Obama made the trip. When asked if Trump was visiting Kenosha for political reasons, White House Press Secretary Kayleigh McEnany said no. "The president is showing up to see hurting Americans," McEnany said. There may be a bit of politics involved, however. As WTMJ's Charles Benson writes, Trump only won Kenosha County by 255 votes in 2016. 1521
