SAN DIEGO (KGTV) — A Celebrity Cruise Line ship docked at the Port of San Diego Monday, pulling into the Embarcadero just before sunrise. More than 1,500 passengers were on board the "Eclipse," including Mali Lev-Ram and her husband. The couple started the cruise on March 1 in Buenos Aires. They were supposed to get off in Chile March 15, but the cruise was turned away because of concerns over the COVID-19 pandemic. SAN DIEGO (KGTV) — A cruise ship passenger and three crew members who arrived in San Diego on Monday have since tested positive for the novel coronavirus.County spokesperson José álvarez confirmed a passenger on the Celebrity Eclipse, which arrived in San Diego Monday, has tested positive for COVID-19. Tuesday afternoon, county health officials revealed that 3 crew members, who had been self-isolating, also tested positive. County health officials said they were notified before the ship came in that one passenger had a heart ailment and "possible" pneumonia. "We've been told all the way through that we were absolutely fine, no one sick at all, so it's a bit strange," said Filgate. Filgate and the other passengers went through a health screening before they were allowed to leave the ship. "We were very relieved to leave the ship, but thinking about what that might have represented to the people you came in contat with, it's not such a great feeling now," said Filgate.A letter from Celebrity Cruises was sent to passengers reading, "because you were a passenger on this same voyage, it is possible you were exposed to someone who was sick with COVID-19."The letter goes on to direct passengers to complete a 14-day isolation. The passenger is not a San Diego County resident. The passenger is in the hospital in serious condition."There is no change in the plan of disembarking the remaining passengers today," álvarez said regarding the ship. "They will be screened prior to departure and only those who are asymptomatic and without fever are allowed to leave and proceed to transportation out of the county."A statement from the cruise line to 10News read:"We received clearance from port authorities and public health officials to disembark our guests and return them safely to their homes. No guests or crewmembers reported with symptoms throughout the sailing, and guests are going through exit health screenings when they leave the ship. We remain in continuous contact with public health authorities and appreciate their guidance to protect the well-being of our guests and crew."Monday, Dr. Eric McDonald, the county's medical director of epidemiology, said 17 San Diegans were on the Celebrity Eclipse. Those individuals will complete their quarantine locally. SAN DIEGO (KGTV) -- A fire broke out inside a shopping center in San Diego’s Talmadge neighborhood early Sunday morning. Crews say the blaze broke out inside an alteration shop around 1 a.m. Sunday at the corner of El Cajon Boulevard and Menlo Avenue. Owner Anne Chan says she was in shock after receiving a phone call hours after he store went up in flames. "My neighbor called me. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462

SAN DIEGO (CNS) - With regional intensive-care unit capacity still officially considered to be zero, Gov. Gavin Newsom said Monday the regional stay-at-home order imposed by the state for the entirety of Southern California will almost assuredly be extended beyond next week's expiration date."We are likely, I think it's pretty self-evident, going to need to extend those regional dates," Newsom said. "... Based upon all the data and based upon all these trend lines, it is very likely based on those current trends that we'll need to extend that stay at home order, (which) you recall was a three-week order when we announced it."The regional stay-at-home order for the 11-county Southern California region took effect at 11:59 p.m. Dec. 6, and was originally set to end on Dec. 28. Newsom did not give an indication of exactly when a decision on extending the order will be made, or much long the order will remain in place.The Southern California region covers Los Angeles, Orange, Riverside, San Diego, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties. Only far northern California is not under a stay-at-home order.The order was triggered in each area when the region's ICU bed availability dropped below 15%. As of Monday, the Southern California and San Joaquin Valley regions both had an official ICU bed availability of 0%.
