(KGTV) - San Diego County residents who bought homes in the 90s are reaping the benefits of a hot housing market. Homebuyers who purchased their properties 20 years ago are “sitting pretty” in 2019, according to a study by GOBankingRates. The study ranked 15 California cities by property appreciation rates. Six of the top 10 increases were in the San Francisco area. Two Los Angeles-area cities, Santa Monica and Newport Beach, finished first and second on the list, respectively. The only San Diego County city on the list of top 20 locations for home appreciation was Encinitas. In 1999, the median home value in Encinitas was 3,500. The figure now stands at ,198,000, marking a 248.8 percent increase in value over 20 years, the study reports. The five-year rental income on an Encinitas home is 9,688, according to the study. (KGTV) — Voter registration has reached an all-time high in California ahead of November's midterm elections, according to newly released state data.A record 19,696,371 Californians were registered to vote as of Oct. 22, an increase of 1,892,548 registered voters since 2014, Secretary of State Alex Padilla's office says.That means about 78.16 percent of Californians are eligible to vote, the state's highest level since the state's 1950 gubernatorial election.YOUR VOICE YOUR VOTE ELECTION COVERAGE"It is nearly unprecedented for California to set a voter registration record in a midterm election," Padilla said in a release. A 19-year-old man walked out of an Ohio court after being sentenced Wednesday and led police on a chase before crashing.Authorities said Cyrus Matthews, 19, appeared at the courthouse in Wadsworth to be sentenced to 90 days in jail for a criminal damaging charge and a reckless operations chargeMatthews allegedly told authorities he was not going to jail.He fled the courthouse after Judge Stephen Mcllvaine read his sentencing. Matthews got in the driver's seat of a vehicle outside Wadsworth City Hall. There was a person in the passenger's seat who authorities say he knew. After fleeing the courthouse, he led police on a chase, striking several cars.The chase ended in a bad crash and reported entrapment. Five people from several vehicles were taken to a nearby hospital with injuries that appeared to be not life-threatening, according to police. 912

4S RANCH, CA (KGTV) - A rash of street racing on a straightaway in 4S Ranch has neighbors calling for the county to intervene.Surveillance images show the beginning of an illegal street race on Four Gee Road Tuesday morning that ended in a crash.No one was injured, but neighbors are growing weary of the close calls.“This most recent incident was probably the most severe case we’ve ever seen,” said Tony Cesario, who has dozens of the incidents on video.Cesario’s security camera on his back fence caught the moments before a BMW racing a pickup truck ran off the road.“This happens on a weekly basis,” said Michael Chard, another neighbor, “it’s teenagers.”Residents say they call the authorities when it happens, but the drivers are always gone before law enforcement arrives.“At some point, somebody’s going to get killed,” added Chard.The county has previously denied resident’s attempts to add speed bumps on the half-mile long straightway that runs from Mount Gee to Camino Del Norte.A hangup for their efforts is that Four Gee Road is used for fire access.The Rancho Santa Fe Fire District has the final approval for any road alterations as part of the the fire code.A spokesperson says the speed bumps can damage their equipment when they are responding to a fire.Lucy Chard was home when Tuesday’s crash occurred and she says it’s only a matter of time until happens again.“There was a line of kids right down there waiting for the school bus,” said Chard standing where the BMW crashed, “and if this happened a few hundred yards down the road it would have been a different situation.” 1610
