BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks.This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons.The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists.For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new. HUAYIN, Shaanxi, July 25 (Xinhua) -- Rescuers failed to close a breach of a flooding river embankment in northwest China's Shaanxi Province Sunday,rescue headquarters said.More than 3,000 soldiers and militiamen have been filling the gap of the embankment of Luofu River with stones and sand bags, and managed to narrow the 80-meter gap into 2 meters, said a spokesman at the headquarters.But the breach expanded again to eight meters wide as stones and sand bags ran out, he said.Luofu River, a tributary of Weihe River, breached Saturday morning.A total of 6,404 people from 1,587 households in Huayin had been evacuated before the flood early Saturday. No casualties have been reported.Torrential rains pounded Huayin City from 8 a.m. Friday to 6 a.m. Saturday.

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise.He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

Therefore, the participation of China, as well as some other emerging economies like Brazil and India, has become prominently significant," Dvorkovich commented after a news conference ahead of the upcoming G8 and G20 summit in Toronto, Canada.The presidential aide said the Chinese leaders' stance and viewpoints, proposed in the previous three G20 financial summit since November 2008, have helped stabilize the world economy as a whole.Dvorkovich noted that China's decision on further exchange rate reform was not outcome of external pressure.He said that any country, including Russia, China and the United States, could not allow their domestic policies to be ruled by external factors. The nations, however, should understand the common and mutual responsibilities in the global economic system.The delegates to the G20 summit will adjust their polices after consultations, but nobody will bend under pressure, he stressed.Dvorkovich said that several countries may voice concerns over China's exchange rate policies at the summits, but there will not be large-scale discussions over the Chinese currency.The People's Bank of China, China's central bank, announced on Saturday a decision to proceed further with the reform of the exchange rate regime to enhance the flexibility of the RMB's exchange rate.
