The report, conducted by Bankrate.com, puts California in the 43rd overall position on the list of best and worst states to retire. To create the list, the site looked at a number of factors important to retirees, including the cost of living and the weather. California also ranked 34th for crime and 17th for culture. SAN DIEGO (KGTV) — Border agents arrested 15 people over Presidents’ Day weekend during a smuggling event in Mission Bay.U.S. Border Patrol agents caught the smuggling incident in action on Saturday at about 2 p.m. at a Ski Beach launch ramp. As agents got closer, they say they noticed a large group of people quickly exiting the boat and heading for three vehicles.Agents stopped the individuals from getting away and questioned all 15 people involved in the incident.Agents say six people in the group were suspected of human smuggling and arrested. Five of them are U.S. citizens, including four men ranging from 20 to 30 years old and one 25-year-old woman, according to border officials.The nine other people arrested were male Mexican nationals ranging from 27 to 41 years old who admitted to being illegally present.U.S. Border Patrol seized the boat and three vehicles at the scene. 899

SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway. That primary fence construction began in June about one-half mile from the Pacific Ocean, extending east to the base of Otay Mountain. SLSCO is also in charge of that project.Then in July 2019, construction on 15 miles of pedestrian replacement wall will start, with 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. SAN DIEGO (KGTV) — Birch Aquarium welcomed two new residents to its waters this month, a first-ever for the aquarium.Birch Aquarium at Scripps Institution of Oceanography bred and hatched two rare Weedy Seadragons for the first time, making the aquarium one of the few in the world to now house the fish.The fragile newborns, native to southern Australia, are under an inch long, but have already started eating tiny shrimp. The birth is the product of the aquarium's conservation efforts for the once "near threatened" sea life.RELATED: Rainbow Eucalyptus trees blooming across San Diego“We are elated to have breeding success with our Weedy Seadragons. This is a momentous event for our team and our seahorse and seadragon breeding program,” said Jennifer Nero Moffatt, the aquarium’s senior director of animal care, science and conservation. “Seadragons are charismatic, sensitive, and require detailed husbandry. We have spent over 25 years working with these animals and love that we have made the next steps to conserve this delicate species.”Weedy Seadragons perform an elaborate mating display, spinning snout-to-snout and moving up and down in a water column to transfer eggs from the female onto the male's tail, where they are fertilized and hatched 6 weeks later. The fish's habitat and camouflage make it extremely difficult to locate in the wild. SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June.
