SAN DIEGO (KGTV) - A Clairemont woman received a big shock when she looked at her doorbell camera video and found out who vandalized her truck.Every time Kris Larrabee looks at the scratch across the hood of her truck, she gets more upset."Deeply angry and deeply hurt," said Larrabee. The damage appeared Thursday morning after her husband parked the truck in the driveway the night before, blocking part of the sidewalk. "He came back from a long road trip, exhausted. He parked it there so he could unload it the next day," said Larrabee.Just before 6 a.m. on Caywood Street, their Ring video shows an older woman walking a dog, before she pauses to look at the truck. Immediately, she walks across the driveway and runs her hand along the hood, leaving behind a new scratch. Larrabee says repairs will total several thousand dollars."I couldn't believe it. I was shocked," said Larrabee.The identity of the culprit made her heart sink."She's a mature woman. At her age, she should have known better," said Larrabee.Larrabe was even more taken aback, because her other car has been keyed eight times in the driveway in the past year. She had suspected teenagers. In all, neighbors have reported dozens of similar incidents in the past year. A block away, the owner of a van and another vehicle tells 10News he has also been keyed eight times. In all those incidents, the sidewalk was partially blocked. The neighborhood is an older one with shorter driveways. "This is not the solution. She could have left a note. She could have come to us. There's no justification for the anger taken out on a neighborhood," said Larrabee.A detective has been assigned to the case and sources tell 10News police do know who the woman is. 1739

SAN DIEGO (KGTV) – A car crashed through a parking garage wall and dangled from a building Friday night.Emergency crews responded to the Harbor Club parking structure before 7 p.m.Firefighters say the driver of the White Lexus was a woman in her sixties. They say her foot got stuck under the brake pedal and she was unable to stop.Shortly after the accident authorities were able to pull the car back into the building. The driver was not hurt.A structural engineer was called to the scene and is assessing the damage to the building. 558

SAN DIEGO (KGTV) - A California Highway Patrol officer wrestled with a man who walked in lanes of SR-52 in University City Monday.The CHP received calls from concerned drivers about a man on the highway at Genesee Avenue and sent an officer to the scene about 1 p.m.When the officer arrived, the man refused to leave the road and wrestled with the officer who tried to arrest him.Two drivers stopped to help the officer subdue the man, the CHP said. Other CHP and San Diego Police officers arrived later to assist with the arrest.The man suffered a small scratch but the officer was not hurt.Officers did not release a motive for the man’s behavior or his identity. 673

SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. We trust our educators to identify those students most in need of additional supports to overcome those challenges," she said.According to the district, once a student is identified for potential participation, educators will review the student's progress using formative assessments, observations and information gathered from families. Some students will be moved to appointment-based, in-person learning, while others may only need adjustments to their online learning.Student identification for the onsite learning plan will include decisions regarding transportation and meal plans.The number of students who will be admitted to the onsite sessions is contingent upon available site staff and resources. Students who take part in the onsite sessions will still receive online learning as well, according to SDUSD.District Board President John Lee Evans said, "Our goal continues to be reopening all of our schools for all of our students. It is tremendously encouraging that the virus has receded enough to begin phase one of that effort. SAN DIEGO (CNS) -The county Health and Human Services Agency Friday reported two unrelated tuberculosis cases, and that people may have been exposed to the bacteria at Southwestern and San Diego City colleges, and on a Metropolitan Transit System bus route.The county is working with officials from both community colleges and MTS to notify those who may have been exposed to TB. The periods of possible exposure were:Aug. 26 to Dec. 10, 2019 at Southwestern College;July 26, to Aug. 5, 2019 and Aug. 19 to Dec. 16, 2019 at San Diego City College;July 26 to Aug. 5, 2019 and Aug. 19 to Dec. 16, 2019, Monday through Friday on MTS Bus Route 12, with two departure routes: from Skyline Hills between 7:59 and 8:47 a.m. to City College Transit Center, and from City College Transit Center between 7:04 and 8:04 p.m. to Skyline Hills.Symptoms of active TB include persistent cough, fever, night sweats and unexplained weight loss, said Wilma Wooten, county public health officer. "Most people who are exposed to tuberculosis do not develop the disease," she added.Tuberculosis can be treated and cured with medication. People with TB symptoms or are immuno-compromised are encouraged to see their medical healthcare provider, according to the county.According to the county, the number of tuberculosis cases has decreased since the early 1990s, with 265 cases reported in 2019.Free TB testing will be available at Southwestern College Student Health Services, 900 Otay Lakes Road, from 8 a.m. to 6:30 p.m. Monday through Thursday, and 8 a.m. to 3 p.m. on Friday.
