SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. SAN DIEGO (KGTV) -- The family of Rebecca Zahau said they are filing a new lawsuit against the San Diego County Sheriff's Office for refusing to provide access to records regarding the sheriff's investigation into her death.The family is also petitioning on the San Diego County Medical Examiner - both current and former - to change her cause of death to homicide or undetermined from suicide.On July 13, 2011, Rebecca Zahau’s nude body was reportedly found hanging from a balcony at the Spreckels Mansion in Coronado. Investigators said her hands and feet were bound with red rope. The same red rope was discovered hanging over the balcony.Authorities said Adam Shacknai called 911 to report her death. Shacknai was staying at the mansion that was owned then by his brother Jonah Shacknai, Zahau's boyfriend.Zahau, 32, had been babysitting her boyfriend’s 6-year-old son Max when he suffered serious injuries in a fall down a staircase at the home. The boy died from his injuries five days later.The San Diego County Sheriff’s Department and Medical Examiner’s Office ruled Zahau’s death a suicide. Authorities have suggested she took her own life out of remorse and sorrow over the boy’s injuries.The Zahau family rejected the suicide conclusion, and for many years, they have believed she was murdered by Adam Shacknai. SAN DIEGO (KGTV) – The Friar Faithful won’t be able to attend games in Texas to cheer on their San Diego Padres, but fans can support the squad in this week’s National League Division Series games at Petco Park while in their cars.The Padres’ drive-in watch events will take place at Petco Park’s Tailgate Lot at 1301 K Street.The first game of the best-of-five series against the NL West rival Los Angeles Dodgers is set for Tuesday, Oct. 6. First pitch is scheduled for 6:30 p.m., and the series will be played at Globe Life Field in Arlington, Texas.Games will be shown on three separate large LED video screens, and fans who attend are encouraged to decorate their vehicles and don brown and gold in support of the team.Part of the drive-in experience includes dining options for four, a reusable bag with four rally towels, a car flag, and four hats.The team is reminding those who attend that health and safety measures will be in place, such as guests remaining in their vehicles unless they are visiting a retailer onsite or using a restroom.Face masks are required for all fans; the team says all staff members at the event will be wearing masks and conducting routine cleaning.There will be 20 feet of space between vehicles to promote more social distancing.Jaclyn Lash, the Padres’ Vice President of Special Events, said, “We’re still in a pandemic, we did everything we did that people stayed in their car or wore a mask.
