EL CAJON (KGTV): It's become as much a back-to-school tradition as new pencils and notebooks; new buildings and construction at Grossmont Union High School District campuses."We're bringing everything up," says Mount Miguel Principal Jake Gaier. "These students will walk in the door and have access to things that we just haven't had access to before."His school is set to open a new Student Services Center, where state of the art facilities await students and parents as they register for class or meet with guidance counselors. They're also getting a new public events center and turning the old administration building into a STEM complex.The work at Mount Miguel is part of 9 million worth of upgrades that have been underway in the district since 2004. Since then, a trio of voter-approved bonds has helped GUHSD upgrade their aging campuses, some of which date back to the 1950s.In 2004, Proposition H gave the district 4 million. Proposition U in 2008 added another 7 million. And Measure BB in 2016 gave the district 8 million. To date, the district has spent 1 million of that money.Every school has benefited from the bonds, with some campuses getting work done on every single building.At Santana High School, a new PE building will open this spring. They also renovated STEM labs, giving their award-winning robotics program its own space, and adding an observation balcony for visitors to watch the kids work without disrupting them.Principal Tim Schwuchow requires that every student join an extracurricular activity. He says the new facilities reinforce the connection between academics and electives."The kids will really feel they're valued and their extracurricular activities are important to the school," he says.Granite Hills is also getting a new PE Building. It will be combined with a new Food Services building."We serve 700 meals a day," says Principal Mike Fowler. "The kitchen we use was built in 1960. It's too slow."Construction crews started pouring the concrete foundation earlier this month. Fowler says the new facility will be a game changer for his students, allowing the building to keep pace with changing curriculum.It can also be used in case of emergency as a community evacuation center.Those three schools have been the focus on construction this summer. Since may, Granite Hills has gotten .5 million in work done. Mount Miguel has received .7 million. Santana got .4. Dr. Anthony Fauci again broke with President Donald Trump on several key aspects to the administration's response to the coronavirus pandemic during a conversation at Georgetown University on Tuesday.Notably, Fauci said that while schools' goal should be to reopen in the fall, the decision should be left up to local districts in areas where the virus is surging."We should try as best as possible to keep kids in school," Fauci said. "...however, that's going to vary depending on where you are in the country."Fauci said in areas where the virus isn't prevalent; schools should feel comfortable reopening to students. But in areas where cases are spiking — Fauci identified Arizona, California, Florida and Texas as states where the pandemic is the worst — the decision should be left to local officials.He added that districts should "make a decision based on the judgment that the safety of the children and safety of the teachers is paramount."President Donald Trump has called for all schools to reopen in the fall, and threaten to withhold federal funding in districts that choose not to open to students.In addition, Fauci also broke with Trump on testing. While Trump has said as recently as Saturday that spiking case numbers in America are the result of a high volume of tests, Fauci pointed out that other troubling specifics are on the rise."There's no doubt it's both (the number of tests and the uncontrollable spread of the virus that are causing case numbers to rise)," Fauci said.He added that the percentage of positive tests to the total number of tests taken is on the rise in many parts of the country. He also pointed out the hospitalizations are also up throughout the country and added that deaths may rise in the coming days.However, Fauci added that he does not believe the average amount of deaths will rise to the level of where they were in the spring, adding that the average age of a COVID-19 patient is skewing younger than it was earlier in the pandemic.Finally, Fauci was asked who Americans should trust during the pandemic."Trust respected medical authorities...who have a track record of telling the truth," Fauci said. He included himself among the group of "respected medical authorities."The discussion was hosted both by Georgetown's Institute of Politics and Public Service and the Global Health Initiative.Fauci's comments come as the White House continues to sideline him from official briefings with the Coronavirus Task Force, of which he is a member. It also comes days after reports emerged that White House officials were "concerned" about Fauci's recommendations during the pandemic, including advice from earlier this year in which he urged Americans not to wear masks.Initially, Fauci did recommend that Americans avoid wearing masks in an effort to keep from emptying an already-depleted stockpile of personal protective equipment. He has since made an about-face and has urged all Americans to wear masks. He's also admitted that the mixed messaging has been detrimental in slowing the spread of the virus."We have to admit it, that that mixed message in the beginning, even though it was well-meant to allow masks to be available for health workers, that was detrimental in getting the message across," Fauci told NPR earlier this month. "No doubt about it."Meanwhile, other White House officials — like Surgeon General Jerome Adams — also initially recommended against the use of masks. DOWNEY, Calif. (AP) — A man suspected of gunning down a liquor store owner near Los Angeles leaned out a car window during a chase and blasted away with a handgun before being dragged wounded from the car Friday.There was no word on his condition as he was taken away in an ambulance.He is believed to be the gunman who walked into a Downey liquor store on Tuesday night and shot down Gurpreet Singh, 44, of Cerritos, Sgt. Mark Haxton said.Police have said nothing was taken from the store and there was no immediate word on a motive for the attack.On Friday afternoon, police and Los Angeles County sheriff's deputies began chasing a black Toyota Prius in Downey, southeast of Los Angeles.The high-speed chase stretched along a freeway and surface streets, during which video showed a passenger in a black T-shirt lean halfway out of the front passenger's window and fire two-handed at pursuing patrol cars.Video showed the man using a distinctive long-barreled revolver strikingly similar to one that was used in the store killing.The chase ended at about 3 p.m. in neighboring Vernon when traffic trapped the car and the passenger again fired. A car behind the Prius managed to back away, and police who pulled up in the next lane riddled the Prius with gunfire, shattering windows.A short time later, a bloodied woman driver got out and surrendered. There was no immediate word on her condition.The street near a railroad track was emptied, and sheriff's SWAT teams were called in. Two armored vehicles blocked in the Prius.During a standoff that lasted more than an hour, authorities rolled a robot up to the open driver's door to peer inside the car and later fired two flash-bang grenades into the vehicle.When the man inside didn't get out, a police dog was sent in to pull at him. (KGTV) -- Students in the Grossmont Union High School District will head back to class on Monday, Aug. 10, but the start of the new school year comes with a number of changes.For starters, all classes will be online because of the coronavirus pandemic.The district will also have new leadership, as Superintendent Theresa Kemper takes over."We have a plan that's scalable and flexible," Kemper told ABC 10News.Kemper took over as the superintendent on July 1 after Tim Glover left the position. Kemper has been with the district for nearly 25 years, with stints as an assistant principal, principal and assistant superintendent.Since May, Kemper has been leading the effort to create a back to school plan for this fall amidst the pandemic."We knew it was not entirely in our control which is exactly why we created the plan the way we did," she said. "We're committed to moving into it slowly and carefully and not making mistakes as we go."According to their "Roadmap for Reopening," GUHSD will start the 2020-21 school year entirely online, complying with state and county health guidelines that say schools cannot return to in-person learning until San Diego County has been off the state coronavirus watch-list for 14 days.The full plan calls for five levels of reopening that gradually increase the number of students on campus. Level 2 allows for 25% capacity and Level 3 is 50%; Level 4 is 100% capacity, with some limited online learning. Level 5 is a return to full, in-person school.Kemper said the goal is to ease teachers and students back into the classroom, and allow for flexibility as things change."It's been a long time since teachers and students have been in classrooms together," she said. "So, we want to ease them into the process and make sure conditions are still holding for them to all be there."In response to the plan, the Grossmont Education Association, which represents the teachers in the district, released a statement on their Facebook page on July 2. It says, in part, that the changes for the coming school year "reflect our ongoing commitment to innovation and learning for all students."The statement concludes by saying, "While there are many, many other issues and details that still need to be determined, we are excited to move forward with our plans to prepare to have students on campus this fall."Teachers, meanwhile, spent the summer training and adapting their lesson plans to what Kemper calls "distance learning 2.0.""It's more interactive," she explained. "We'll have daily interaction with students and teachers. More hands-on experiences for students, more project based and more interactive learning."Grossmont also just completed million worth of construction projects. They were part of more than 0 million in voter-approved bonds since 2004.But the pandemic has left the new buildings empty and unused. "We have spaces for students that we didn't have, inside and outside."Even before the pandemic, the district gave every incoming student a Chromebook laptop and made them comfortable with online and digital learning. Kemper said that's helping students and teachers adapt to distance learning.Now, she's waiting to see what the new school year brings."We've never gone through this before and it's really challenging opening school in the midst of a pandemic," said Kemper.
