LA JOLLA, Calif. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. Park rangers and lifeguards will monitor the beach to make sure both the public and seals are kept safe.RELATED:Coastal Commission approves permit to protect seals during pupping seasonChildren's Pool sea wall could be deteriorating faster, historical architect saysCity officials began closing the beach for pupping season in 2014, after environmental activists voiced concerns over the safety of young seals born and cared for at the Children's Pool. For years afterward, the city was tied up in litigation over the beach and ability to close it to the public. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

LINCOLN, Neb. - Gov. Pete Ricketts doubled down on his opposition to medical marijuana in Nebraska on Monday after a legal challenge was mounted against a ballot measure seeking to legalize that in the state.“There is no such thing as medical marijuana,” Ricketts said during a press conference. “This is not something that would be prescribed by a doctor. It’s not going to be distributed through a pharmacy. These are dispensaries that would be in your communities.”Ricketts argued that in other states where it has been legalized, people show up to work “stoned” and are at greater risk for accidents on the job. He also argued that the cognitive development of children is impacted when they have access to marijuana."This is not a benign thing. This is a dangerous thing," Ricketts said.The comments come as the Nebraska Supreme Court is set to decide whether or not to let voters decide on medical marijuana in the state this November.Supporters of the measure had been collecting signatures for months, and Nebraska Secretary of State Bob Evnen said they had enough to qualify the measure for the ballot.But Lancaster County Sheriff Terry Wagner filed a challenge against the measure on Friday. An attorney representing Wagner said it violates state rules requiring ballot measures to focus on a single question. He argued the measure poses two separate questions: whether residents should have the right to use marijuana for medical purposes, and whether private companies should be allowed to grow and sell it.Supporters of the measure called the legal challenge “a last-minute attempt to derail the precious right of the people.” They are confident the measure will survive the legal challenge.While Ricketts is opposed to the ballot initiative, he said the court will ultimately make the final decision on whether or not it should go before voters. LAKESIDE, Calif. (KGTV) - A woman was hit and killed by a suspected drunk driver while out jogging Monday night. The driver, identified as Michael Woodfill, was driving a Chevy work truck on North Woodside Avenue, east of Riverford Road around 6:30 p.m. when he began to drift off the road and hit a chain link fence, according to California Highway Patrol. It was at this point that Woodfill then attempted to correct the vehicle. In doing so, he overcorrected - sending the truck across the eastbound and westbound lanes. The truck continued moving north, where it hit and killed the female jogger before going down a dirt embankment and overturning. CHP said the female jogger suffered major injuries in the crash and was taken to Sharp Memorial Hospital where she later died of her injuries. Woodfill stayed on scene after the crash and it was there that officers determined that he was under the influence of alcohol. The 46-year-old was arrested for felony DUI and vehicular manslaughter. No other vehicles were involved in the crash. Labor Day marks the unofficial end of summer throughout the U.S. — and the Denver area seemingly took that to heart by skipping straight to winter on Tuesday.Just after noon on Monday, Denver recorded temperatures of over 90 degrees. Less than 24 hours later, temperatures had plummeted to near freezing, and snow was falling in parts of the city.A powerful cold front was the culprit for the sharp change in temperatures. The system will bring winter weather to the Denver area through Wednesday evening.According to meteorologists with Scripps station KMGH in Denver, between 3 and 7 inches of snow is expected to fall in the Front Range corridor by early Wednesday.There are also freeze warnings in effect for the Colorado plains east of Denver, where temperatures are expected to dip below freezing by Wednesday morning.Officials fear the early freeze could damage crops, some of which are about to be harvested. Officials also fear that a deep freeze with full foliage could cause tree limbs to snap and cause power outages in the area.KMGH reports that Denver's earliest snow of the season came Sept. 3, 1961, when a Labor Day storm brought 4.2 inches to the city's airport and dumped nearly a foot in the western suburbs and foothills. On Sept. 8, 1962, Denver saw its earliest freeze of the season when temperatures dipped to 31 degrees.Wednesday's snowfall was Denver's earliest in the last decade. The previous record for earlier snowfall in the last 10 years came Oct. 5, 2012. Last year's first snow came earlier than usual on Oct. 10 — still a full month earlier than Tuesday's snowfall.The enormous temperature swing between Monday and Tuesday could also turn out to be the largest swing on record. The previous record occurred on Jan. 25, 1872, when the temperature dropped 66 degrees, from 46 degrees to -20 degrees.Monday also marked Denver's 73rd day in 2020 with temperatures in the 90s, which ties an all-time record. The city could break that record by early next week when temperatures are expected to climb back into the high 80s. 2061

  

LAKE MURRAY (CNS) - A 48-year-old man was taken to a hospital with multiple major fractures after hitting a Subaru WXR on the 5000 block of Campanile Drive, authorities said today.A 20-year-old behind the wheel of the car pulled out of an alley in front of the 2011 Kawasaki motorcycle, at 7:45 p.m. Saturday, while trying to drive north, according to Officer Robert Heims, with the San Diego Police Department.The motorcyclist was westbound on Montezuma Road and made a left turn southbound onto Campanile Drive, where the biker hit the car, Heims said.The driver of the Subaru had no injuries. San Diego Police Traffic Division is now investigating. 659
