TIANJIN, Oct. 8 (Xinhua) -- The capacity of China's plantation industry might decline as a result of global warming, according to a report released during a new round of UN climate talks being held in north China's Tianjin Municipality from Oct. 4 to 9.If no proper measures were taken, the capacity of China's plantation industry might decline by 5 to 10 percent by 2030, characterized by a reduction in the output of wheat, rice and corn, said the report, released by the Chinese Academy of Agricultural Sciences and several other organizations during the conference."The situation may get worse after 2050," the report warned.It said the soaring content of carbon dioxide in the atmosphere would have a "significant" impact on the output of wheat, rice and corn.Also, higher temperatures might put more farmland in China at risk from of insect damage and forest fires, the report explained.Further, some farmland might be inundated if the sea level rises as a result of global warming, it said.China has only about 7 percent of the world's arable land, while feeding more than 1.3 billion people which accounts for about 20 percent of the world' s population.

SHANGHAI, Oct. 23 (Xinhua) -- An official of one of China's top government think tanks called on Saturday for the readjustment of the nation's breakneck expansion of the auto industry as an explosion of new cars on China's roads aggravates problems with pollution and congestion.Liu Shijin, deputy director of the Development Research Center of the State Council, told a forum that the government should shift its guidance to automakers from mere pursuit of output capacity to environment-friendly and energy-saving targets.Also, auto manufacturers should strengthen their safety and quality control standards, he said.Sales of domestically-manufactured autos rose 36 percent year on year to reach 13.14 million units in the months through September, as lower-priced automobiles have become more affordable for better-off Chinese people, according to data released by the China Association of Automobile Manufacturers (CAAM) on Oct. 12.In fact, annual sales and production could exceed 17 million, CAAM said.Although the expansion has brought an industrial boom to the country and boosted domestic demand, it has also triggered widespread concerns over the country's energy capacity, pollution levels and notorious traffic jams.In Beijing, the increasing number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams on a single Friday evening last month. TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. Therefore, we face significant constraints in controlling greenhouse gas emissions," he said.The Chinese government made clear-cut goals before the Copenhagen climate talks in late 2009, including cutting the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent, compared with 2005 levels.China also said it would increase the share of non-fossil fuels in primary energy consumption to around 15 percent and have 40 million more hectares of forest by 2020.Last December, the UN climate change conference was held in Denmark and adopted the Copenhagen Accord -- a non-binding document.The Tianjin talks, scheduled to run from Oct. 4 to 9, is the final meeting before the United Nations Climate Change Conference to be held in Cancun at the end of this year.

BEIJING, Oct. 25 (Xinhua) -- Fire has been put out at the scene of a July 16 blast involving two oil pipelines in Dalian, a port city in northeast China's Liaoning Province, by 2 a.m. Monday, the contingency headquarter said.The contingency headquarter said no crude oil has been found spilled over into the sea, and no ocean pollution has been detected.The fire was caused by the remaining oil in a tank which had been emptied before workers tried to remove it at 4:10 p.m.. No casualties have been reported.The tank, owned by China National Petroleum Corp (CNPC), caught fire on July 16 when two pipelines at Dalian Xingang Harbor exploded.
