It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. Guangxi University was chosen at the time to be its Chinese partner.The Confucius Institute at Tallinn University will offer the public three-month-long courses that teach both the Chinese language and the Chinese culture.The first set of those courses has been overbooked by Estonians, as more and more people in the country become interested in the language and culture of a booming China.Li, while talking with students majoring in Chinese at Tallinn University, encouraged them to study hard and learn more about the Chinese culture."I hope you can be ambassadors of cultural exchanges between China and Estonia, proponents of bilateral economic and trade cooperation and even Sinologists," he said.He added that cultural exchanges are meaningful projects which can "sow the seeds of friendship between China and Estonia" and play an important role in the overall bilateral relationship."The steady development of state-to-state relations is based on favorable public opinions toward each other, which can be nurtured through cultural exchanges," he said.Raud said the establishment of the Confucius Institute at the university was a landmark event in Chinese language learning and the spread of the Chinese culture in Estonia.He pledged to work closely with Guangxi University to build the Confucius Institute into a center for spreading the Chinese culture in the Baltic region.Earlier in the day, Li met with a senior Estonian parliament member on bilateral relations.He also paid a visit to the Port of Tallinn and was briefed on its latest development plans. The port has been trying to build itself into a regional maritime transportation center by seeking support from Chinese partners.Li arrived in Tallinn on Tuesday for a three-day official goodwill visit. BEIJING, Sept. 17 (Xinhua) -- China's Ministry of Environmental Protection has urged stepping up efforts to address pollution in north China's Haihe River.Speaking at a meeting on the issue Friday, minister of environmental protection Zhou Shengxian ordered making "unremitting" efforts to relieve the "pain of the Haihe."Zhou also called upon government departments to strictly follow various industrial policies on environmental protection, with the focus on construction projects featuring high water costs and pollutant discharge and projects located along rivers or on the upriver area of drinking water sources.While stressing the protection of drinking water and the control of pollution, Zhou also encouraged adopting more "ecological methods" in sewage treatment and the rehabilitation of lakes and rivers.Zhou urged Beijing, Tianjin and other developed regions to be pioneers in upgrading sewage treatment technology and transforming sewage into resources.

JILIN, Jilin, Nov. 6 (Xinhua) -- A fire that broke out in a northeast China shopping mall lasted 12 hours, leaving at least 19 people dead and 27 injured in the country's worst fire since 2009, government officials said Saturday.The deadly fire sounded an alarm to fire departments throughout the country just four days before national Fire Prevention Day, and has prompted a nationwide campaign to stamp out fire threats during this dry and windy winter season.The mall rescue operation ended at 8:30 a.m. Saturday, nearly 24 hours after the fire broke out at Jilin Commercial Building on Hunchun Road, Jilin City, Jilin Province, Liu Qizhi, a spokesman with the municipal government told reporters. Further, Liu said that 24 of the 27 injured remain hospitalized, but their conditions are stable.On Saturday, officials expressed relief about news that over 80 older women who were trapped in the blaze managed to escape unharmed.Zhang Liying, one of the women, said they were participating in their usual morning dancing group on the mall's fifth floor when the fire broke out."We saw flames and thick black smoke surge from downstairs. We called the firemen, told them where we were, and then climbed out of the window to the balcony, one by one," Zhang said.After being rescued, some of the women tearfully hugged each other following their near-death escape.Businesses started to reopen in the shopping area on Hunchun Road on Saturday night, while insurance company workers and store owners began assessing their losses.Currently, work crews continue combing the ruins of the five-story shopping mall, built in 1987, to determine the cause of the fire. Also, officials report that the complex's general manager has been detained for questioning.An initial investigation points to the fire originating on the mall's first floor, where home appliances and cosmetic products are sold, but soon spread to the fifth floor. Clothes, bed covers, quilts and other highly flammable goods were on display from the second to fourth floors.Following the mall fire, the Ministry of Public Security issued a circular ordering fire departments across the country to learn from the incident, stay on high alert, and review prevention measures to guard against similar incidents.The circular reported that casualties in the Jilin mall fire were the biggest since 2009. Officials said a team of investigators, led by ministry officials, were on their way to Jilin."As the northern region enters winter and temperatures starts to drop in the southern region, fire threats have greatly increased," the circular notes, adding that there has already been a string of fires that caused heavy casualties in October.According to the latest available data, 729 people were killed in more than 89,049 fires that broke out across China in the first eight months of this year.In 2009, at least 945 people were killed in fires across the country , official statistics indicate.

XIAMEN, Sept. 7 (Xinhua) -- China's foreign trade surplus was approximately 84 billion U.S. dollars from Jan. to July, down 20 percent year on year, and the year 2010 is expected to see a small trade surplus, said Commerce Minister Chen Deming on Tuesday.Chen made the projection at the ongoing World Investment Forum that runs from Sept. 7 to 9 in southeast China's coastal city of Xiamen.China has seen a trade surplus in recent years, but with a decreasing margin, and the trade surplus takes up a very small proportion of the GDP, noted Chen."China's foreign trade policy aims to stabilize exports and increase imports, which can boost China's economy and also bring positive impacts to neighboring countries," said Chen.Customs statistics show that China's import and export value in the first seven months reached 1,617 billion U.S. dollars, with exports worth 850.5 billion U.S. dollars, up 35.6 percent, and imports at 766.6 billion U.S. dollars, up by 47.2 percent.China's trade surplus in 2009 was more than 190 billion U.S. dollars, down 34.4 percent from the 290 billion U.S. dollars in 2008.The World Investment Forum is the global meeting on investment and development issues organized by the United Nations Conference on Trade and Development.
