SAN DIEGO (KGTV) - A La Jolla homeowner is facing millions of dollars in damage to his property after massive amounts of water flooded into his house Tuesday.Didier Jantz, the general contractor for the homeowner, said the owner wasn’t home when the water began flooding in. Crews doing work on the home on Encelia Drive noticed the water start coming in around 3 p.m.Crews say the water came from a neighborhood property, though it's unclear what ruptured and released the water. The city told 10News they sent a crew to turn off the water at a residence due to some type of leak, though it's unclear where the leak was and what caused it.“There are Asian Persian rugs everywhere, there’s a lot of personal damage, we got water in the walls, we got water in the ceilings, we got water coming through the ceiling lights,” Jantz said. 842

SAN DIEGO (KGTV) - A little more than a year in, homeless people using the new storage lockers in Sherman Heights are still having trouble finding homes.According to new numbers released by the San Diego Housing Commission, 895 people have used the storage lockers since they opened last June. But only 9%, 79 of them have been able to find longer-term or permanent housing.Lisa Jones, the Senior Vice President of Homeless Housing Innovations for the SD Housing Commission, admits that number is low. But she says people should not look at it as a condemnation of the project. She says the locker facility isn't designed to help people find housing, but to direct them to resources that can."If this were a shelter program, that's a number we'd expect to be higher," Jones says. "But we see it as a positive number, considering the fact that we don't actually have case management services on that site."However, the storage facility seems to be struggling to connect homeless people with those resources. According to the same study, only 22% of the people using the shelters are currently working with a case manager or social service provider. Of those, only 45.5% met with a case manager in the last week before the survey.But, Jones says the storage site still serves as a critical gateway for homeless people to get help."It's an engagement opportunity that's unique because they're building relationships with the folks as they come in," she says. "They can help reorient them and get them reconnected to services if they're not. And if they are in services, they can make sure they're accessing them to the best effect."Jones also says the new numbers show that neighbors fears of the facility bringing more homeless people to the area are unfounded. An average of 120 people visit the site each day, but they rarely stay in the Sherman Heights area.Before the storage facility opened, 12.5% of the people who answered the survey said they slept in Sherman Heights or Logan Heights. That number has since dropped to 10%. She says that's particularly encouraging because 73% of the facility's users say they are chronically homeless."When you get into that chronic homelessness, your challenges get greater," says Jones. "To some degree, you get disenfranchised or frustrated with the experience. It's the kind of thing where the longer you're homeless, the more challenging that life back into housing can become."Jones also says the lockers have allowed more homeless people to be able to work and go to school. Because of the lockers, they don't have to bring their belongings with them everywhere they go or worry about them being stolen overnight."We have people in these programs that are employed, that are bringing in work boots and tools at night because they don't want to store them on the street," says Jones. "We have people that use the programs that are in school, and they keep books and laptops and things like that in there."There's a value to the safety and security that you can't see in numbers." 3361

SAN DIEGO (KGTV) — A newly discovered comet flew past Earth early on Saturday, giving those who awoke early enough to catch it quite a show.Comet Neowise was spotted by a NASA telescope by the same name on March 27, according to NASA. Since then, the space agency says the comet has been spotted by several NASA spacecraft, including Parker Solar Probe, NASA’s Solar and Terrestrial Relations Observatory, the ESA/NASA Solar and Heliospheric Observatory, and astronauts aboard the International Space Station.NASA says the comet came within Mercury's orbit on July 3, where the sun caused dust and gas to burn off its surface and create an even bigger debris trail.Neowise, which measures about three miles across, will be visible in Earth's Northern Hemisphere until mid-August, when it will change course and head toward the outer solar system, NASA says.For the next few days, the comet will be visible about an hour before sunrise in the northeastern sky in the U.S., NASA adds. Depending on local conditions, Neowise may be visible shortly after sunset on July 11 or July 12."In its discovery images, Comet Neowise appeared as a glowing, fuzzy dot moving across the sky even when it was still pretty far away," said Amy Mainzer, Neowise principal investigator at the University of Arizona. "As soon as we saw how close it would come to the Sun, we had hopes that it would put on a good show."In San Diego County, at least one stargazer was able to catch the comet streak across the early morning sky. SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together.
