SAN DIEGO (KGTV) -- Rainwater run-off from the Tijuana River flooded parts of Monument Road, Thursday afternoon. Just up the hill is the border fence that separates Mexico and the United States. But that does not stop debris from flowing into San Diego. Residents in the area say this flooding happens every time it rains. Precipitation means the Tijuana River Diverter gets shut down, which brings in millions of gallons of stormwater run-off, including trash, raw sewage, chemicals, and diseases. To many, the stench is unbearable. “There’s a tire factory that’s dumping chemicals down there. There’s a car battery company dumping chemicals, you have every chemical and disease coming through here, and our poor Border Patrol has to go through it," resident, James Martin said. US Border Patrol's Swift Water Response team closed off Monument Road earlier in the afternoon, while monitoring the flow from above. Because of this toxic run-off, San Diego County announced they have block access to all beaches in the South Bay. SAN DIEGO (KGTV and CNS) — A felony assault charge with a hate crime allegation has been filed against a man who allegedly assaulted a 16-year-old Syrian refugee and used a racial epithet during the attack while the two rode a San Diego trolley.Adrian Vergara, 26, pleaded not guilty to the charge Thursday afternoon.Vergara hid from view Thursday with his head down, at one point standing on the table with his back to the judge. "The defendant started saying 'F***ing' Arabs, and he began assaulting the teenager while he sat on the trolley," said deputy district attorney Leonard Trinh. Trinh says Vergara hit the boy 5 to 6 times, causing minor injuries to below his eye. (CNN) -- A US Navy reconnaissance aircraft flying in international airspace over the Black Sea was intercepted by a Russian fighter jet Monday in an unsafe and unprofessional manner, according to three US defense officials and a statement from the Navy.During an encounter that lasted a total of 25 minutes, the Russian SU-27 jet passed directly in front of the US EP-3 aircraft at a high speed, the officials said. The US crew reported turbulence following that initial interaction in which the direct pass occurred.The SU-27 then made a second pass of the US plane and applied its afterburner while conducting a banking maneuver, which is believed to have caused a vibration that was experienced by the American crew."This interaction was determined to be unsafe due to the SU-27 conducting a high speed pass directly in front of the mission aircraft, which put our pilots and crew at risk. The intercepting SU-27 made an additional pass, closing with the EP-3 and applying its afterburner while conducting a banking turn away.
