So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. Labor Day, Halloween all these things sort of letting our guard down on those aspects.”Doctors say it's important to stay vigilant when it comes to protecting yourself from coronavirus so that the only frightening things we're encountering this Halloween are scary costumes and decorations. 2530

ESCONDIDO, Calif. (KGTV) - Plans are underway to reinvigorate Escondido's historic downtown, with new businesses and plans to make the area more pedestrian friendly. One of the new ventures is the first-of-its-kind. "Escondido now has really started to invest a lot of time, a lot of effort, and they're putting a lot of money into the downtown district," said Nick Corona, a nationally recognized homebrewer who lives in San Marcos.When Corona started homebrewing in 2012, the dream was always to start a brewery, which he named Five Suits Brewing. Now that dream is coming true in a way he couldn't have envisioned back then. "We're looking to hopefully become a little bit more of a draw for Escondido."The plan is to house four different businesses under one roof, three of which are craft beverage manufacturers: beer, gin, and mead.The gin distillery is Stoke Distilling Co. and the meadery is Good Omen. "Nobody else in California and I don't even think in the U.S., has a storefront place that you can go to that has a brewery, a winery, and a distillery, with a restaurant all in the same location," said Brian LaMere, Owner of Good Omen.The owners of Carlsbad's Notorious Burgers will be supplying the food, which will consist of craft tacos and Mexican street food. The project is still waiting on approval from the alcohol and beverage agencies, but Corona says they've identified a 14,000 sq/ft property on Grand Ave. "It will be a destination, there's no doubt about it," said Corona. As far as making downtown more friendly to pedestrians, city planners say there are plans to widen the sidewalks, create more parking, and add art. Corona says he's excited for the future, "We're proud of our brand, we're proud of what we're bringing, but for me personally I just want to bring people something that opens their eyes." 1842

Every Thursday before the sun rises, the line of cars forms. They are filled with residents like Suzanne Bridges."I get up at 4 in the morning; I’m here by 4:30,” she explained.Bridges and all the others in line are waiting for a necessity to live.“Water. Where is the compassion?” Jones said.Jones was in Flint in 2014 when the water crisis started. The city’s water supply was switched to the Flint River to save money.Aging pipes contaminated the water, exposing around 100,000 people to elevated levels of lead. Lead poisoning can cause irreversible developmental issues, specifically in children.A state of emergency was declared in 2016.“I’ve seen what this lead has done,” Jones said. “I've seen children who have not been able to say complete sentences because their cognitive skills are not there. I’ve seen parents who have not been able to potty train a child at 4 years old, and these people come through these lines that hurts my heart.”In June of 2019, at a National Press Club event, Environmental Protection Agency Administrator Andrew Wheeler said Flint’s water is safe to drink.“We test their water on a regular basis. We’re working with the local city, as well as the state,” Wheeler said. “We’re still providing bottled drinking water to people if they need it, but at this point, the water quality in Flint, Michigan is safe to drink.”But in Flint, trust in the water and the government has run dry.“Even though they say it’s safe to drink, we still are afraid of drinking the water,” said Steven Atkins, a Flint resident."It’s something that we have to have. It’s important that we need it, but now we just can’t trust it,” said resident VanNessa Taylor.In August, the state of Michigan agreed to a 0 million settlement with those impacted by the water crisis, and 80 percent of the money will go to children.Jones says that money will only go so far. Transparency must bring back trust.“That’s where we are,” she said. “This was a marriage and you cheated on me for your benefit, not for my benefit.”Jones says the pandemic has made giving bottled water away even more difficult. She’s faced a shortage of volunteers to give away the water to the cars that come through. She says the lines grow outside her community center each week, six years after the Flint water crisis first began.However, Jones says she will continue to fill trunk after trunk until the cars no longer need to come through.“This city has got to get back whole again. It cannot continue like this. This is the United States of America,” she said. 3338

ENCINITAS, Calif. (KGTV) -- The San Dieguito Union High School District is investigating following several acts of vandalism at San Dieguito Academy over the last few weeks. According to the district, the vandalism included “foul and homophobic language, and disturbing anti-Semitic imagery.” The images were drawn and taped to bathroom walls, the district says. “These images have also been shared by some through text and social media,” the district said in a letter.
