SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) — Poway Unified School District has approved a plan for some students to return to in-person classes starting as soon as this month.The district's board on Thursday approved a phased reopening plan for elementary schools starting on Oct. 1, with the first group of schools opening with an AM/PM schedule.Abraxas High School will reopen with an A/B schedule on Oct. 8, and PUSD's remaining elementary schools will reopen with an AM/PM schedule on Oct. 12, according to the district.The board also approved resuming on-campus special education services and in-person instruction for small groups after Sept. 24.RELATED: San Diego County schools allowed to reopen for in-person learningAll students, from preschool through 12th grade, will be required to wear a mask when returning to campus. SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. To get to us, they have to get a friend to drive them or take the bus."Morris says many offices are now getting basic testing abilities, but as long as families have to go to multiple locations, this will remain an issue.See the full report from the State Auditor's Office here. 2069

  

SAN DIEGO (KGTV) — More than 18,000 San Diegans got hired in May as employment began to recover from the depths of the coronavirus shutdown. The Employment Development Department reported Friday that from April to May, employers added 18,200 people to their payrolls. Still, the employment situation in San Diego County is dire. From May 2019 to May 2020, payroll employment is still down by 195,800 workers. "The positive thing is that the worst is behind us and we've seen month over month job growth so we're improving," said Alan Gin, an economist at the University of San Diego. "The negative spin is that we're improving but the situation is still bad."The hard-hit restaurant industry led the way with 9,100 new jobs, as coronavirus related restrictions began to lift, allowing in-house dining with reduced capacity.Eric Adler, who co-founded the Artisan Mexican restaurant Puesto, said this year has been particularly. But he says the chain is going to re-hire the upwards of 600 people it let go. On Friday, it held a job fair for its upcoming Mission Valley location, scheduled to open in July. Puesto was looking to fill 150 jobs."We're optimistic with what we've seen in terms of demand," he said. "We believe that things are going to get better. San Diego County's unemployment rate remained flat at 15% from April to May. However, in May 2019, it was just 2.8%. 1384
