SHANGHAI, Nov. 11 (Xinhua) -- The first annual development report for east China's metropolis Shanghai was released Thursday, pointing out new strategies to build the city into an international economic, financial, trading and shipping center by 2020.The Development Report on Shanghai International Economic, Financial, Trading and Shipping Center was released by the municipal Development and Reform Commission and the municipal Development and Reform Institute.The report reviews the efforts and progress in building Shanghai on four fronts and makes proposals for future development.Shanghai set the goal of becoming the center in the four areas in 2009.At the ceremony marking the release of the report, scholars gathered to discuss Shanghai's development.In terms of becoming an international economic center, Jiang Yingshi, president of the Shanghai Society of Macroeconomics, said that Shanghai should draw on the World Expo effect to enhance its service-oriented economy, regional integration, and cultural development.To become an international financial center, Xiao Lin, deputy chief of the municipal Development and Reform Commission, said that the key task in the next decade is for Shanghai to become the RMB products trading and investment hub with world class financial services.In terms of becoming an international trading center, Yuan Zhigang, economics professor at Fudan University, said that efforts should be made to develop high end products and build Shanghai into a shopping paradise.In terms of becoming an international shipping center, scholars pointed out the importance of a modern shipping service system.The development report will be released every year starting in 2010 to keep track of each breakthrough along the way, said Xiao Lin.

BEIJING, Dec. 22 (Xinhua) -- Chinese lawmakers have heard a series of the State Council's reports on the development of ethnic minorities, and regarding the country's health care reform and service industry, at a meeting Wednesday during the bimonthly session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.The meeting was presided over by Ismail Tiliwaldi, vice chairman of the NPC Standing Committee.A total of 150 NPC Standing Committee members, including Wu Bangguo, chairman of the NPC Standing Committee, as well as other vice chairpersons of the NPC Standing Committee attended the meeting.Commissioned by the State Council, Yang Jing, minister in charge of the State Ethnic Affairs Commission, said in a report to the NPC Standing Committee that the Communist Party of China (CPC) and the central government's supports in policy, planning and funding for the ethnic minority groups and regions had yielded remarkable achievements in the country's economic and social development.In the report, Yang also pledged that the government would continue to step up infrastructure development in ethnic minority regions and spend more on education, medical services and poverty relief.Zhang Ping, director of the National Development and Reform Commission, delivered a report on deepening health care reform at the meeting.The reform had achieved various levels of progress in promotion of medical insurance, grassroots medical services and equal access of health care services for the public, Zhang said.Zhang noted that the government would further expand the coverage of the medical insurance system, intensify supervision over medical service providers and make more progress in the reform of the country's publicly-owned hospitals.Zhang also delivered a report on accelerating the development of the country's secondary industries. BEIJING, Jan. 3 (Xinhua) -- China's Ministry of Public Security (MPS) Monday urged drivers to use extreme caution in Guizhou, Hunan and Guangxi in southern China which has been hit by freezing rains.Motorists were asked to strictly follow the instructions of traffic police and drive slowly after the expressways in the regions were reopened for use after being temporarily closed due to the severe weather.Freezing rains that swept south China's Guizhou Province, Hunan Province and Guangxi Zhuang Autonomous Region have caused road surfaces to ice up in parts of the Lanhai and Hukun Expressways.As a result, many vehicles in the regions were stranded.Local authorities have been ordered to take emergency measures to break up ice found on the roads, keep traffic moving and avoid shutting expressways.As of 4 p.m. Monday, the 1,500 vehicles that were stranded on Hukun Expressway near the juncture of Hunan and Guizhou provinces had safely reached Guizhou, traveling at speeds up to 30 kilometers per hour.Meanwhile, another 1,900 vehicles that had been stranded on National Highway 210 where Guangxi and Guizhou meet, have also reached Guizhou.Noting that Guizhou in the coming three days is expecting more icy rain, according to weather forecasts, Huang Ming, deputy minister at the MPS, stressed improved measures be taken to ensure traffic continues to flow in the region.
