BEIJING, Dec. 30 (Xinhua) -- Accountability became a vogue word in Chinese politics in 2008, highlighted by the resignation of the chief quality supervisor.     Li Changjiang, former director of the General Administration of Quality Supervision, Inspection and Quarantine, stepped down in September in the tainted milk scandal, days after the resignation of Shanxi Governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump.     Many junior officials also swallowed the bitter pills of penalties and resignations. In early December, the director of the construction bureau of Shijiazhuang, capital of Hebei Province, was removed from his post after six bureau officials were found gambling during work time.     Officials were even punished for dozing in meetings, such as 12local officials in Shaanxi Province, who were reprimanded in June.     "The accountability system has been taken to a new high, which reflects the method of administration as stipulated in the keynote report of the 17th Party congress," said Wu Zhongmin of the Party School of the Communist Party of China (CPC) Central Committee.     "The party underlines the idea of people first, so it is not unusual that officials are punished after public interests are infringed," Wu said.     Chinese media have used the word "storm" to describe the wave of cases in which officials were punished over accountability -- often indirect -- in accidents and scandals this year. Such events were rare in the past decade.     In southwestern Yunnan Province, 864 officials have been punished so far this year, while at least 279 in the northeastern Jilin Province have been punished since last November.     "A storm is powerful, and the accountability storm shows the country's determination to run the party and government properly," said Han Yu, professor in the Party School of the CPC Hebei Provincial Committee.     The storm also shows the power of public opinion, Han added. "There should be someone held responsible for serious infringement of public interests."     China activated the official accountability system during the severe acute respiratory syndrome (SARS) crisis in 2003. More than1,000 officials, including then Health Minister Zhang Wenkang and Beijing Mayor Meng Xuenong, were ousted for attempts to cover up the epidemic or incompetence in SARS prevention and control.     The system was later introduced at all levels of government, and more officials lost their jobs over major accidents or administrative errors.     Just days before Li's resignation, President Hu Jintao, also general secretary of the CPC Central Committee, reprimanded "some officials" over work and food safety accidents this year.     These accidents indicated that some cadres lacked a sense of responsibility and had loose governance, and some paid no attention to people's complaints and were even insensitive to life-threatening problems, Hu said.     As early as in May, a father complained about tainted milk powder after his 13-year-old daughter developed kidney stones, and the Department of Health of Gansu Province in July received a report implying problematic milk powder produced by the Sanlu Group headquartered in Shijiazhuang city.     However, the scandal was covered up until September. The Ministry of Health has said it was likely the contamination killed six babies. Another 294,000 infants suffered from urinary problems such as kidney stones.     Premier Wen Jiabao said development of enterprises and the economy should not be achieved at the cost of lives and public health, and he vowed to punish officials for major incidents.     Conditions could be tougher for officials in the future, as the CPC Central Commission for Discipline Inspection said in late December that authorities are drafting rules to intensify the accountability system.

BEIJING, Dec. 20 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called on officials and party members to well study two new guidelines while learning and implementing the Scientific Outlook on Development.     Xi told a video conference here that President Hu Jintao's speech at the event to commemorate the 30th anniversary of the 3rdplenary session of the 11th Communist Party of China (CPC) Central Committee on Thursday was an important guideline for Chinese people to bring the socialism with Chinese characteristics to a new stage.     Through this speech, all CPC members will fully understand the achievements in the past three decades and the bright future of the country, he said.     All the party members should realize their responsibility, fear no risk and remain resolved against any disturbance, he said.     Xi urged officials and party members to fully understand and implement the guidelines set at the annual Central Economic Work Conference.     In September, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, which was adopted by the party at the 17th CPC National Congress in October 2007.     Now the campaign has entered a stage that officials should find out major problems that holds back the Scientific Development, Xi said.     Everyone should work hard to identify the exact problems and the cause of the problems in a bid to work out effective solutions, he said.

Bush exchanged congratulatory messages Thursday to mark the 30th anniversary of the establishment of diplomatic relations between their two countries. Our two peoples are increasing mutual understanding and friendship day by day. The strategic significance and global implications of China-U.S. relations have become all the more evident," Hu said.     "These facts have proven that the establishment and development of normal state-to-state relations between China and the United States serves the fundamental interests of our two peoples and go along with the trend of the times. BEIJING, Oct. 16 (Xinhua) -- China on Thursday extended sympathy over a Japanese consumer's sickness caused by eating China-made frozen green beans.     "We hope she will recover soon," Foreign Ministry spokesman Qin Gang told a regular press conference when asked to comment on this case.     The Chinese government valued product quality and food safety, and attached great importance to this case, he noted.     According to Japanese media, a woman fell ill after eating the beans produced by a company in Yantai, a coastal city of east China's Shandong Province. The woman experienced numbness in her mouth after eating the beans on Sunday.     Japanese health authorities reportedly said they had detected 6,900 parts per million of organophosphate pesticide dichlorvos in the beans, or 34,500 times the maximum level the government allows for imports. No dichlorvos were found in other packaged beans.     Informed of this case, China immediately contacted with the Japanese embassy to China to size up situation, China's quality inspection authorities immediately went to Yantai to conduct investigation in the company, and local governments also set up a special group to assist the investigation, according to Qin.     Now the investigation is well under way, he noted.     According to the current result of the tests, the company's production facilities were normal, all production records were in order, and no hidden trouble was found in quality or safety, Qin said.     The management of the company conformed to the standards, he noted.     Moreover, this batch of products exported to Japan had passed tests before exportation and no pesticide residue, such as the dichlorvos or methamidophos, was detected.     Qin said the Chinese quality inspection department Wednesday once again tested the retention samples of the exported beans and found no pesticide residues.     He said the Chinese side has reported the initial investigation results to the Japanese side and made arrangement for the officials with the Japanese embassy to visit Yantai on Thursday tofind out relevant situation.     Qin also disclosed some information provided by the Japanese side which said relevant Japanese organization only found residue of dichlorvos in one bag of beans but found no such pesticide residues in other products of the same batch.     He said he has noted that the Japanese police and media recently both believed there is little possibility that the beans were polluted during the producing process, and that the case might not be a food safety incident but a man-made poisoning case.     The Japanese police has placed the case on file for investigation, he added.     He stressed that the Chinese government is ready to keep close contacts and cooperation with the Japanese side to find out the truth as soon as possible.

MACAO, Jan. 10 (Xinhua) -- Chinese Vice President Xi Jinping Saturday said here that Macao Special Administrative Region (SAR) should promote its long-term economic diversification.     Xi, who paid the first official visit to Macao since assuming the office of Chinese Vice President in March 2008, made the remark when meeting with the SAR's Chief Executive Ho Hau Wah and 113 representatives from all walks of the local society in the Macao East Asian Games Dome. The land-strapped SAR has long been requesting a part in its development.     Xi arrived in Macao earlier this morning, starting his two-day visit to the island city. Xi paid two visits to the SAR in 2001 and 2005 respectively before assuming the Chinese vice-presidency.
