(KGTV) — Police have arrested a North County doctor accused of sexually assaulting a patient.On March 28, Escondido Police say a woman reported being sexually assaulted while unconscious by Dr. Leng Thai Ky, a 40-year-old anesthesiologist from Poway.EPD detectives investigated the woman's report over the weekend, and arrested Ky on Monday with the help of the U.S. Marshall’s Fugitive Task Force.Ky, a doctor for the last eight years, has associations with Palomar Hospital, North County Pain Institute, Sharp Community Medical Group, Graybill Medical Group, and the Desert Pain Clinic in Rancho Mirage, EPD says.Police believe there are more, unidentified victims of Ky and urge anyone with information to call EPD at 760-839-4790. 760

ESCONDIDO, Calif. (KGTV) - The North County finally has its own comedy club. The Grand Comedy Club opened on Grand Avenue in Escondido late in 2019 and reports growing crowds over its first 10 weeks. "I think people need a good laugh, nowadays. It's really great to see people leaving here happy and telling their friends, and their friends refer their friends. It's great to bring something back to my hometown that the locals really dig and have fun at," said owner Adam Wasserman.Wasserman is a property manager who has performed as a part-time stand up comedian for 11 years. He began thinking of starting his own club, and wanted it to be in Escondido. "You had to go downtown or La Jolla to go to shows. It's a long way to go and and parking and everything. I always thought 'Why was there never a club here in North County?'" Wasserman said.The headliners are typically brought in from Los Angeles, while many of the supporting acts are comedians from San Diego. Wasserman says they're seeing ticket sales from across North County. "We have several nice restaurants, but after you have dinner, that's it. There's nowhere to go," said Escondido resident Jacqueline Lawhorn. "At least now you can come here and enjoy a night of comedy."The opening of the Grand Comedy Club is just the latest step in Escondido's attempt to revitalize its downtown area and make it into more of destination spot. The hope is to give locals an option to spend their money closer to home, and to draw people from neighboring cities into Escondido businesses."You'd have to go to La Jolla or Orange County or whatever," said attendee Gary Arant, who has already gone to several shows at the club. Experts warned that a drop in air pollution from COVID-19 lockdowns would eventually come back as cars returned to the roads and businesses opened up. A study looking at air quality during the pandemic finds while the visible smog may have lifted in some areas, the air pollutants never really went away."It has been assumed that fewer cars on the road might have led to a decline in the level of air pollution outdoors and, in turn, reduce the number of cases of ill health linked to this pollution. However, our study -- contrary to research from places such as Wuhan in China, and Milan -- found no evidence of fine particulate air pollution declining in Scotland because of lockdown,” stated Dr. Ruaraidh Dobson, who led the study at the University of Stirling.Dr. Dobson and his group looked at the amount of fine particulate air pollution (referred to as PM2.5) in the first month of lockdown restrictions in Scotland. There was a 65 percent reduction in the number of vehicles on the roads, however there was little change in the levels of particulates.Looking at particles in the air between mid-March and mi-April of this year, then comparing that data to the same time period over the last few years, the researchers found little change in the amount of air pollution. They did notice a drop in nitrogen dioxide in 2020 samples, a compound specifically linked to car emissions.The team suggests traffic is not a key contributor to outdoor air pollution, and people may possibly be at greater risk of air pollution in their own homes from smoking and cooking appliances in small, enclosed, and poorly ventilated homes.“This could increase adverse health effects overall and also health inequalities – lower income people are more likely to smoke and to smoke indoors, and are likely to have smaller homes leading to higher PM2.5 concentrations from individual sources, due to smaller room volumes,” the study notes.The researchers express concern that if the severity of COVID-19 is related to air pollution exposure and respiratory issues, increased exposure to all sources of air pollution could increase the risk of serious complications from the disease. 2175

ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing.
