BEIJING, Dec. 16 (Xinhua) -- China issued rules for pilot programs of RMB Qualified Foreign Institutional Investors (RQFII) on Friday, formally giving a green light to investment of overseas RMB funds in mainland securities markets.The move is expected to widen the investment channel of overseas RMB funds and add new momentum to the country's bid to make the RMB an international currency.Hong Kong subsidiaries of fund management companies and securities firms can use RMB funds raised in Hong Kong to invest in mainland securities within a permitted quota, according to the rules jointly released by the China Securities Regulatory Commission (CSRC), the People's Bank of China and the State Administration of Foreign Exchange.The total investment quota of RQFII pilot programs is set at around 20 billion yuan (3.15 billion U.S. dollars), according to the rules.To control risks, qualified investors should invest no less than 80 percent of the RMB funds they raised in fixed-income securities, while investment in stocks and equity funds should account for no more than 20 percent.The CSRC will join other related departments to study the possibility of further expanding the trial program after its launch, said a CSRC official who declined to be identified.The launch of the RQFII will open another significant channel for overseas RMB funds to flow back into the country, said the CSRC official.It will also help diversify investment products for overseas RMB funds and facilitate off-shore RMB business, the official said.The RMB is not fully convertible under the capital account but China has stepped up efforts to make the currency more international over the past few years.The government has encouraged the use of the RMB in cross-border trade and investment settlement and approved foreign direct investment in overseas RMB funds obtained overseas.It also allowed Hong Kong to establish an offshore yuan market and has expanded trade settlement agreements and currency swaps to create more channels for the yuan to circulate outside the mainland.

ACCRA, Dec. 1 (Xinhua) -- The Ghanaian government allayed the fears of many here on Thursday that it would provide funding for the treatment of persons living with HIV/AIDS in the country.Vice President John Dramani Mahama affirmed this when he addressed a ceremony to mark this year's World AIDS Day at Obuasi, near Kumasi, 270 km north of the capital Accra.Mahama said should the Global Fund pull out of supporting the country, the government would partner with development partners to raise the 5.8 million U. S. dollars needed yearly for the treatment of HIV/AIDS patients."Government will work together with the Ghana AIDS Commission (GAC) and donor partners to ensure that people living with HIV/ AIDS have access to antiretroviral drugs."The Presidency is with you, and whatever we will do to win the fight against HIV/AIDS shall be done," Mahama said.Ghana's HIV/AIDS infection rate, according to official figures, has dropped from 3 percent to the current 1.5 percent, albeit with pockets of higher rates of infection among some populations in the country.Mahama called for more innovativeness in mobilizing resources to avoid the danger of retrogression.Director-General of the GAC Angela El-Adas announced that the Ministry of Health had pledged 2.5 million Ghana cedis (1.66 million dollars) out of the 5.8 million dollars needed for next year.Meanwhile, in the capital, the Ghana Network of Persons Living with HIV and AIDS (NAP+ GHANA) joined persons living with HIV (PLHIV) globally on Thursday to commemorate this year's World AIDS Day."We stand united with our fellow PLHIV and the global HIV and AIDS community by fully supporting the vision of 'Getting to Zero', " Charity Owusu Danso, vice president of NAP+ Ghana, said in a message here.Established in 2005, NAP+GHANA is a network of member associations of persons living with HIV/AIDS in Ghana to represent the views, hopes and aspirations of PLHIV across the country."We are extremely worried. SAN FRANCISCO, Nov. 3 (Xinhua) -- Computer chipmaker Advanced Micro Devices Inc. (AMD) on Thursday said it plans to cut its global workforce by about 10 percent in a move to reduce operational costs.The layoff will occur across all functions globally and is expected to be substantially completed by the end of the first quarter of 2012, the company said.The cuts will amount to about 1,400 jobs, according to estimates by analysts.Combined with implementing efficiencies across the company's operations, AMD expected that the workforce reduction will result in operational savings of more than 200 million U.S. dollars in 2012."Reducing our cost structure and focusing our global workforce on key growth opportunities will strengthen AMD's competitiveness and allow us to aggressively pursue a balanced set of strategic activities designed to accelerate future growth," Rory Read, AMD's chief executive officer, said in a statement.As the world's second largest maker of processors for computers, AMD has been suffering from the slowdown of global PC market and is seen as slow to move into new mobile device market.The operational savings will help accelerate the company's future growth in lower power, emerging markets and in the cloud computing field, AMD said.

SUVA, Dec. 18 (Xinhua) -- There are 60 typhoid cases in Nanoko, with 29 already hospitalized, according to Fiji's Health Ministry.Senior Health Inspector Paula Laqere said Sunday that the increas means that people are not practicing proper hygiene standards. Laqere said most of the communities in Fiji have a really low level of good hygiene practices.The other problem is that some communities in Fiji have very poor sources of clean and safe water and this is what Fijian guests need to be cautious of."Typhoid is basically spread through contaminated water and our hygiene practices. It's an indicator that the sanitation level of any community is really low."A 30 day public health emergency is in place for the village, effective from Dec. 12 to Jan. 12.Recently, Fiji recorded rates of high typhoid fever in the world, said WHO South Pacific Communicable Disease Surveillance and Response Team leader doctor Jacob Kool.Kool said typhoid fever was difficult to diagnose and could be fatal in 10-20 percent of untreated patients.Recent studies showed that infants are commonly affected and are extremely vulnerable to the disease. Outbreaks occur regularly in areas with poor hygiene and sanitation including urban slums, he said.Kool said the only reliable symptom was prolonged fever and blood and stool culture are still the best available diagnostic tests but have a high rate of false negative results. He said therefore suspected typhoid cases should be treated regardless of the result of lab tests and ciprofloxacin was the recommended therapy for all age groups.Last year AusAID, WHO and UNICEF launched a typhoid fever vaccination campaign in Fiji.
