SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) -- A toddler found near Lincoln High School Thursday afternoon has been reunited with his parents.According to a witness, the child was found wandering around near the corner of Franklin Avenue and Gloria Street.The witness, who had just dropped her granddaughter off at cheer practice, said the toddler wasn’t crying, but simply standing on the street alone.The woman approached the child and asked if he was lost before the toddler smiled back at her. She then asked where he lived.After the child pointed down the street, the woman took his hand and called out loudly asking if anyone lost a child.After no one came forward, the woman took the young child to a nearby fire station where a fire crew was able to call police.Police were able to bring the child safely to a police station where they took care of him until he was brought home. 868

SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce.At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce.In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce.Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. SAN DIEGO (KGTV) — An El Cajon woman watched in disbelief Sunday night as her Amazon package was stolen by the very people who delivered it. Cheryl Cook broke her ankle over the weekend and ordered a large ice pack off Amazon. She chose same-day delivery so that she could start icing her ankle as soon as possible.Cook was able to track the driver’s location and could see when he had arrived at her home. She says the delivery started off strangely when the driver put the package on the front lawn rather than the porch. He then got back in the car, put his flashers on, and drove a few feet up the street. Moments later, a second person got out of the car and stole the package. “I’m injured, I’m home, I can’t get out my own front door, and then my package is stolen by the guy who dropped it off,” said Cook. She shared the video online and heard similar stories. “I wanted people to know what was going on, there might be other people that have lost packages and wondered where they went, and this was very clear-cut; it went right back in the guy’s car.”In a statement to 10News, Amazon said:“This does not reflect the high standards we have for delivery partners. This individual is no longer delivering Amazon packages, and we have reached out to the customer to make things right.”A spokesperson went on to tell 10News that their Amazon Flex delivery partners are thoroughly vetted through a comprehensive, multi-state criminal background check and a review of their motor vehicle records. They say the person who stole Cook’s package passed their background check and delivered Amazon packages for less than a month. SAN DIEGO (KGTV) - An old airport terminal turned innovation lab hopes to ultimately improve the customer experience at San Diego International Airport (SAN).The second group of innovators has begun the 16-week accelerator program to "field test" and develop their concepts in a real-world airport environment.The Innovation Lab was launched to reduce barriers for innovators to break into the aviation industry. Its goals are to develop concepts that can enhance the passenger experience, improve operational efficiency, increase revenues and/or decrease costs. The 3,500-square-foot space offers a functional mini-terminal area with ticket counters and a bag claim carousel, all without passenger or security concerns to work around."We wanted to provide a location where we could invite innovators in to test their solutions," said Rebecca Bloomfield, spokesperson for SAN. Jon Wisner, Director of Business Development & Partnerships at HOHM Inc., says they've already gotten good feedback on a sleeping pod they hope to bring to airports. "What we are trying to validate is the best usage for the pod - whether it be used for a nap, lactation room, or privacy just in general, meditation, prayer," said Wisner. The pods are currently being tested by airport staff.
