SAN DIEGO (KGTV) — One man is dead and three people have been detained for questioning after a reported shooting overnight in Paradise Hills.San Diego Police arrived at a home in the 6200 block of Childs Avenue just after 1 a.m. Saturday over reports of a shooting. Officers arrived to find a 20-year-old, later identified as Tyshawn Powell, lying in the driveway of the home and a family member performing CPR.Fire-Rescue arrived to continue life-saving measures, but the man was pronounced dead at the scene.Police said the man had been shot at least once. Neighbors were interviewed about the reported gunshots in the area and as a result, an adult male and female, and a juvenile male were detained. According to police, Angelo Roshon Richardson Jr., 19, and Mikayla Ann Castillo, 18, as well as a 17-year-old were detained. Richardson was booked into jail for murder and being a felon in possession of a firearm while Castillo was booked into jail for being an accessory to murder. SAN DIEGO (KGTV) — No charges will be filed in connection to eight officer-involved shootings and four in-custody deaths in San Diego County, District Attorney Summer Stephan announced Friday.Stephan announced the decisions after her office's review of the lethal force incidents involving Kristopher Birtcher, Guillermo Corrales, Javier Gomez, James Lacy, Oscar Leal, Alexander Ochoa, Osbaldo Ramirez, Paul Rivera, Jason Santana, Paul Silva, Jason Trujillo and Robert Westbrook.The cases involve authorities under San Diego County Sheriff's, San Diego Police, and Oceanside Police departments.The D.A. ruled that officers acted reasonably under the circumstances and officers faced no criminal liability for their actions.Watch Stephan's press conference live on Facebook (Warning: Graphic footage): 808

SAN DIEGO (KGTV) -- Opponents of  San Diego's new short-term rental regulations are accusing the city council of violating the Brown Act when it passed the new rules earlier this month. A letter drafted by an attorney on behalf of Air B and B, Home Away and Share San Diego was sent to the council Monday. It alleges the council violated the law when it made significant changes to the original proposal up for approval and then voted without allowing for more public comment. What they passed would essentially ban people from renting out anything other than their primary residence or a guesthouse on their property. The opponents are asking the council to hold another hearing. The city council is scheduled to hear a second reading of the short-term rental regulations Wednesday, August 1.  852

SAN DIEGO (KGTV) - Monday places of worship in San Diego had a unified message, telling believers not to fear.The Pittsburgh shooting at Tree of Life killed 11, and the pain was felt across the country. On Sunday at Beth Israel parents brought their children for religious classes and spoke about the massacre, "their utter dismay, sadness, shock at the horrible terror in Pittsburgh," Rabbi Michael Berk of Beth Israel said.He says Jews have faced persecution for hundreds of years, that's why their synagogue is housed inside a tall fence, with a guard shack out front and security cameras dotting the campus."This is a house of worship, but we have to have security here, all the time that we're here, and Jewish organizations have to do that and look at Israel what it has to do to keep secure," Berk said.In Liberty Station, Safety Director for Rock Church Mike Diggs says they've had dozens of threats over the past decade, from bombings to an active shooter, "threats of people burning the church down, threats of people filling many body bags.""We should not let any threat take our joy away or our ability to worship away," Diggs said.Many sanctuaries spoke with their congregations over the weekend on their security procedures in place and what heightened security they have currently."Leaders of the congregation especially, all the staff that works here, the religious school people, personnel and faculty, we are all given training from time to time," Berk said."Even though they may not be able to see that we're doing some things, some things they may notice, some things they may not, but us as an organization are taking potential threats seriously and taking steps and actions to be proactive," Diggs said there are personnel with firearms during service to protect the congregation.Rock Church has an annual Safety and Security Conference that anyone can attend. Their security team also goes to other churches to educate them on what they can do."When bad things have happened we have never presumed that God is done with us... Nancy Sussman is no stranger to the courthouse. Usually, she’s representing her clients, but this time she’s defending herself against criminal charges that could send her to prison.Traffic backed up. Drivers snapping video of how the high speed chase ended. Police say Sussman finally stopped when they laid down spike strips. Still, they say she refused to come out of the car, eventually forcing them to smash out one of the windows.10News is learning new details about the woman behind the wheel of the white Mercedes. Sussman is a longtime medical malpractice attorney.RELATED: Woman arrested after leading police on chaseIn court Tuesday, she represented herself. “Are you an attorney,” the judge asked.The judge entered a not guilty plea on Sussman’s behalf. She’s charged with felony evading, driving with a suspended license and resisting arrest.Sussman tried to explain to the judge why she didn’t stop. “Regarding the chase, I was a victim of police brutality on October 28th.”According to a police report, the October 28 case involves Sussman and her neighbor, a Border Patrol agent. In that case, she’s charged with burglary, making criminal threats, vandalism and other charges.On December 30, police tried pulling her over on that warrant, finally arresting her after that chase on I-5.If convicted on the charges connected to the chase, Sussman faces more than six years in prison.
