BEIJING, April 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu Thursday urged authorities to make provision of drinking water for people in drought-hit southwest China a top priority.Hui's call followed arrangements for combating the expanding drought laid out at a State Council, or Cabinet, meeting in Beijing."As the drought in southwest China continues, our fight against the disaster and the relief work remain onerous," he said."We must do everything we can to get water by taking measures such as artificial precipitation, digging wells and finding new water sources," he said.He also asked officials to invest more in building water conservancy facilities to solve the "bottleneck problems" of agricultural production.As of Tuesday, the expanding severe drought had left 24.25 million people and 15.84 million farm animals short of water, Vice Minister of Water Resources Liu Ning said Wednesday.The drought started in September last year in southwest China, with Yunnan Province being the worst affected region. Ocassional rainfall in these areas has done little to alleviate it.

PARIS, April 27 (Xinhua) -- French President Nicolas Sarkozy says he wants to enhance Franco-Sino relations at all levels because China has an indispensable role to play on the global stage.The French president was speaking in an interview with Xinhua Tuesday before his visit to China, where he will attend the 2010 World Expo in Shanghai.President Sarkozy described bilateral ties and partnership as comprehensive as well as strategic."Comprehensive, because it covers all aspects of our relationship; strategic, because China has become an absolutely essential player on the international stage. There is no more big issue today that we can tackle without China," Sarkozy said.Referring to the establishment of the France-China diplomatic relations 45 years ago, the president said some misunderstanding between the two countries had belonged to the past and he held a firm confidence in China's future."This is why I made the strengthening of the Franco-Chinese partnership a priority of our foreign policy," Sarkozy said.He said relations between the two countries had warmed and France would like to further ties with China "in all dimensions."

GOTEBORG, Sweden, March 28 (Xinhua) -- China's Zhejiang Geely Holding Group signed a deal worth 1.8 billion U.S. dollars with Ford Motor Co. here Sunday to acquire the U.S. auto giant's Volvo car unit.Under the definitive stock purchase deal, Geely will own 100 percent of Volvo Cars and its related assets.The agreement was inked by Li Shufu, founder and chairman of Geely, and Lewis Booth, chief financial officer of Ford, at a ceremony at the headquarters of Volvo in Goteborg, the second largest city of Sweden. Geely Chairman Li Shufu attends a press conference after the signing ceremony in Goteborg of Sweden, March 28, 2010. BEIJING, March 26 (Xinhua) -- China's health authorities stressed Friday a ban of hepatitis B tests for college admission and employment, saying checks, if necessary due to occupational requirements, are subjected to the Health Ministry's approval.A notice of the ministry reiterated that health institutions are not allowed to give hepatitis B virus (HBV) tests in health checks carried out for college admission and job recruitment, a policy introduced in February to prevent discrimination on HBV carriers.If candidates' liver functions must be tested to qualify special job posts, the checks must get approval from the Health Ministry, the notice said.The notice also said health institutions cannot provide HBV tests in regular health checks unless at the request of testers, in which case reports must be sealed and handed directly to testers or someone they entrust.Clinical tests must seek consent from patients and their privacy should be respected, according to the notice.Previously, an HBV test was a must on the health check list for college admission and job recruitment, and carriers were usually denied the opportunities, which caused complaints of discrimination and calls for a ban of such tests.The World Health Organization says HBV is transmitted from mother to child, through unsafe injections practices, blood transfusions or sexual contacts, and it cannot be transmitted through casual contact.
