SAN DIEGO (KGTV) -- The San Diego Unified School District is releasing an update on the next phases of its plan to reopen schools for in-person learning.The current plan to begin Phase Two for elementary school students is after the winter break on Jan. 4, said SDUSD Board President John Lee Evans.Middle and high Schools will start Jan. 25, at the beginning of the third academic quarter, said Evans.Elementary students will be divided between morning and afternoon sessions to allow for social distancing in the classroom. Middle and high school students will attend in person sessions, two days per week.All families will have the option to continue distance learning, said Evans."What can throw this plan off track? There are two main factors," said Evans. "Number one, lack of success of controlling the virus in phase one -- which we don't believe will happen; or two, external conditions of the virus in the community.""I would like to make an appeal to our community to assist us in reopening our schools," said Evans. SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit.  The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls.  The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911

SAN DIEGO (KGTV) -- The San Diego FBI is asking for information on an image, which it says may help lead to the identification and rescue of child victims.One of the images shared to the FBI’s Twitter page shows a piece of clothing that appears to depict a cartoon character on a broomstick. The FBI also shared a PDF with more images in an effort to dig up information. See the attachment below for other photos:The agency says it uses image analysis to identify clues as to where a child may be held.“By recognizing these clues and/or sharing additional observations from the backgrounds of these images, you may help first to identify and rescue the child victim(s) and second to capture the perpetrator,” the agency said.“There is no clue or piece of information too small,” the agency added.Anyone with information is asked to call their local FBI office or the nearest American Embassy or Consulate. SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is investigating after a man died in Fallbrook late Friday night.Deputies responded to the 440 block of Ammunition Road around 10:40 p.m. to assist the North County Fire Department with an injured man.When deputies arrived, they found a man identified as Nicolas Ramirez suffering from an unknown traumatic injury.Ramirez was then taken to the hospital where he later died.
