SAN DIEGO (KGTV) -- The COVID-19 pandemic has brought uncertainty to school districts across the state. With health conditions changing daily, so does the look of your child's education in the fall.This week an announcement of 100% distance learning from the state's two largest school districts sent some parents into an immediate panic."I was very taken aback," said San Diego mom Leona Smith.How long will classes be virtual? At this point, there's not a clear-cut answer. Parents are left with a lot of questions about how virtual and hybrid programs will impact their kids' education and their family."What are the resources going to be? How is it going to be laid out? What is the time spent? Is it going to be more structured through the distance learning than I felt it had been?" Smith said.Los Angeles Unified and San Diego Unified school districts made their course public, while other districts are still determining what the first day of school will look like, and some already have students back on campus.Statewide, there is no one-size-fits-all answer, but there are requirements districts need to follow."Most parents don't know there is a minutes requirement for each day," said Kevin Gordon with Capitol Advisors Group. "There's actually an annual minutes requirement that we have to hit for kids, and then there's actually a minimum number of days per year that we have to hit – 180 days, generally, and 180 minutes, generally."Gordon said a school day requires a minimum of 180 minutes or three hours of education at lower grade levels and 240 minutes or four hours for high school students.Gordon said those are minimum time standards and most districts exceed that.Reporter Adam Racusin asked him about class sizes."While they are lower than they used to be, they aren't the 20 to 1 that we would like them to be. And in all the upper grades they are absolutely exceeding 30 to 1 in most California classrooms," Gordon said.Imagine the challenge for districts that are bringing students back onto campus while following social distancing guidelines."It's not about cutting class sizes in half, it's like cutting class sizes into thirds," Gordon said.Another area of concern surrounds students who may need more support and instruction than they can get through typical distance learning.In California, once a child is found eligible for special education, the family will participate in the process by attending an individualized education program or IEP. It's both a process and a written document."It becomes almost like a contract and it says here's what the school district is going to do for the student" said special education attorney Timothy Adams."Parents really need the school district to help them, especially in circumstances where the student has really complex needs and requires a variety of in-person, therapeutic services that are delivered usually through their IEP. We need the school districts to implement those services," he explained.Many parents will have to wait for answers, while districts work to make plans flexible enough to adapt to changing community conditions.We reached out to the California Department of Education about guidance for districts regarding hours of learning a day, class sizes, and special education and did not hear back. 3304

SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) -- The Centers for Disease Control and Prevention Wednesday confirmed a second case of the novel coronavirus in San Diego County. According to CDC, the patient was aboard a flight from Wuhan, China that arrived at MCAS Miramar last week. UC San Diego Health confirmed the individual is being treated by the hospital. Their condition is unknown at this time. SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths.The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. SAN DIEGO (KGTV) - Surveillance video captures a burglar on the move inside a popular restaurant in Mira Mesa, and his crimes may be escalating.Inside the kitchen of T.P. Bahn Bao on Camino Ruiz, the staff is busy making steamed Vietnamese buns, days after an unappetizing discovery. "Scared, anxiety, disbelief," said Travis Nguyen, who owns the restaurant.When she got in on Thursday morning, she found loose change all over and the drawer of the cash register gone. The surveillance video revealed what happened. Just before 3 a.m., a figure is seen crouched low, shining a flashlight into the restaurant. After a few moments, the man pries open the door and walks in."It appeared he used a homemade tool to break the panic bar. It took him only a few seconds to get in," said Lon Holliday of Convoy Street Locksmith, the company that repaired the door.In the video, the man quickly heads to the cash register, removes the drawer and about 0 in cash."He knows what he's doing. I think he's done this before," said Nguyen. After the thief is done in the front - and with a loud security alarm going off - the intruder heads towards the kitchen, where he looks around. He then goes into the walk-in cooler. He apparently doesn't like what he sees and takes off."He's in and out of the restaurant in under two minutes. He's quick," said Nguyen.
