AURORA, Colo. -- When Amy and Marco Becerra adopted a 3-year-old Peruvian girl last April, they had no idea what kind of ordeal it would be to get approval for her to stay in the U.S.The Aurora couple, both U.S. citizens, had been living in Peru and had been taking care of their adopted daughter Angela since she was 12 days old.After getting clearance from the Peruvian courts to adopt Angela, they began planning to come back to the U.S. But Angela's application for immigration kept getting delayed."We had been reaching out to USCIS (United States Citizenship & Immigration Services) for over a year, asking and sometimes begging, and sometimes crying for help," Amy Becerra said. She said the people answering USCIS's 1-800 number would simply recite what was on their website, and that some of the information conflicted with information on another government agency website.Tourist VisaThe Becerras brought Angela to Colorado on a tourist visa, and continued their efforts to get Immigration officials to grant her citizenship.Earlier this month, they learned their request had been denied.It came as a shock."No one can believe that would happen to two U.S. Citizens," Amy Becerra said.The couple went public with their plight.Congressman gets involvedRepublican Colorado Congressman Mike Coffman then got involved. "What a broken immigration system that would even think about deporting a 4-year-old," Coffman said.On Thursday, Coffman held a news conference to announce that USCIS had reversed course."They said they re-opened it due to the complexities of the case," he said, adding that he believes the agency bowed to public pressure which was a result of all of Amy Becerra's hard work.The Becerras will now be able to reapply for Angela's citizenship papers.The Congressman's Communications Director Daniel Bucheli said it should be automatic since both parents are U.S. Citizens.He said Coffman offered to pay the ,040 application fee out of his own personal account."I feel very grateful," Marco Becerra said. BALTIMORE — It's not just the news of a Free Little Library being vandalized that is turning heads in a Baltimore community. The narration of the crime itself is worth its weight in laughter."I thought it was hilarious when I sped it up and cut it," said Jacqui Cummings. "I said to myself, 'you don't need to fight over it, just make a joke of it.'"The initial vandalism happened on November 7th around 8 p.m. outside Notre Maison Connects. The non-profit focuses on empowering youth while supporting families and strengthening communities.Cummings is the founder of the organization. She said when she first saw the damage, she shed a tear."I did because I do a lot of work myself," she said.Cummings is no stranger to hands-on-work. Not only did she do metal-work to create the Free Little Library, she's experienced in hard labor, helping build day-care centers in other countries."I love giving back and educating," she said.In light of the vandalism Cummings launched a community book drive. Automakers are racing to develop driverless cars, putting increasingly complex technology on the road despite concerns from safety experts and the National Transportation Safety Board about a lack of regulations.Unlike rules for the design of a seatbelt or airbag, the federal guidelines for automated vehicle systems are voluntary. The U.S. Department of Transportation says keeping rules at a minimum will speed up the introduction of life-saving technology, a goal made all the more urgent as traffic deaths climbed again last year to 37,461, with 94 percent of those caused by human error.That lack of mandatory rules for self-driving cars has given automakers and technology companies the green light to police themselves, said Jackie Gillan, president of Advocates for Highway and Auto Safety. The group is calling for the government to issue mandatory safety standards for driverless cars.“Before we introduce this technology we need to have some assurance and accountability by the industry that this technology is not going to kill or injure consumers,” Gillan said.The National Transportation Safety Board makes recommendations after investigating major transportation incidents. The board recently called on DOT to issue new safety rules after its investigation of a May 2016 fatal crash of a Tesla Model S operating on autopilot near Williston, Fla. The Tesla slammed into a tractor-trailer, its cameras and automatic emergency braking system failing to spot the blank side of the truck against the white sky.It was the first known deadly wreck of a car driving with that level of automated sophistication. The NTSB said the driver relied too heavily on the car’s traffic-aware cruise control system and autosteering feature, but also blamed Tesla’s autopilot for allowing the driver to not interact with the car for prolonged periods of time.Investigators found the driver had his hands on the wheel for only 25 seconds during the 37 minutes the car was on autopilot. After the crash, Tesla updated its software that requires drivers touch the wheel every so often when the car is driving itself to ensure a human is paying attention to the road. Now if a driver repeatedly fails to touch the wheel, he or she will “strike out” and cause the car to slow down and stop in its lane with its hazard lights on, disabling autopilot for the remainder of the trip. 2378
