WASHINGTON (AP) — Federal health officials are unveiling a plan to get approved coronavirus shots to nursing home residents free of cost, with the aid of two national pharmacy chains. No vaccine has yet been approved by the Food and Drug Administration, and the distribution program is contingent on that happening first. Trained staff from CVS and Walgreens will deliver the vaccines to each nursing home and administer shots. VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. WASHINGTON (AP) — President Donald Trump has signed a bill that makes certain acts of animal cruelty a federal felony, saying it’s important for the nation to combat “heinous and sadistic acts of cruelty.”The Preventing Animal Cruelty and Torture Act prohibits extreme acts of cruelty when they occur in interstate commerce or on federal property.The legislation expands on a 2010 law that targeted videos depicting the crushing or torturing of animals, but that did not prohibit the underlying conduct. Under the new law, the underlying acts of cruelty would be a federal crime.An array of animal rights groups attended a signing ceremony Monday in the Oval Office. VISTA (CNS) - A male recently reported missing from Oceanside was hospitalized this morning after he was struck by an SUV in Vista.The collision was reported just before 3 a.m. at 2405 N. Santa Fe Ave., said San Diego County sheriff's Sgt. Kevin Johnston.The pedestrian was struck by a red Dodge Dakota that was southbound on Santa Fe Avenue. ``The driver of the Dodge Dakota looked down briefly and when he looked back up a pedestrian was standing in the middle of the roadway in front of him,'' Johnston said. ``The driver of the Dodge Dakota attempted to swerve but collided with the pedestrian.''Oceanside firefighters provided first aid to the pedestrian who suffered an apparent broken leg and was unconscious with what appeared to be severe head trauma, the sergeant said.He was taken to Palomar Medical Center for treatment, Johnston said.
