FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.

Challenges like climate change, nuclear proliferation, or economic recovery could never be met with a single hand.     "That's why the United States welcomes China's efforts in playing a greater role on the world stage, a role in which a growing economy is joined by growing responsibilities."     Jin Canrong, deputy dean of the International Studies School at China's Renmin University, told Xinhua the new goal for the China-U.S. relationship was to build a partnership to jointly cope with common challenges that was quite positive and significant.     Fu Mengzi, director of the Institute of American Studies under the China Institute of Contemporary International Relations, told Xinhua the partnership to combat common challenges had positive and new meanings.     David Shambaugh, a George Washington University professor and senior fellow at the Brookings Institution, said the outcome of the summit "reflects the 30 years of hard work in building the relationship, as well as the growing strategic trust between the two sides."     He said both sides were actively committed to develop a "positive, cooperative and comprehensive relationship in the 21st century," and a joint statement issued after the meeting between the two presidents may help take China-U.S. relations into a "totally new and positive era."     FACING GLOBAL CHALLENGES TOGETHER     As one of the topics of the meeting between Hu and Obama, facing global challenges together has obtained great attention.     Fu said the challenges not only included those related to both parties, but also those concerned with global interests.     The China-U.S. Joint Statement stressed that, with global challenges increasing, the interdependence of all countries in the world had deepened and their need for peace, development and cooperation had increased.     On numerous critical issues concerned with global stability and prosperity, China and the United States have a broader basis for cooperation and shoulder more important common responsibilities.     The two countries should further enhance coordination and cooperation, jointly cope with common challenges and make efforts to promote peace, security and prosperity in the world.     Jin said focusing on global issues during the meeting demonstrated the global characteristic of China-U.S. relationship that had gone far beyond bilateral ties. Both parties were seeking more areas for cooperation, he said.     Shambaugh told Xinhua the joint statement released on Nov. 17 was an extremely positive document -- filled with countless examples of tangible Sino-American cooperation on a large range of bilateral, regional, and global issues.     Mainichi Shimbun, a major daily in Japan, reported that both parties agreed on deepening China-U.S. relations in a new era, which symbolized the bilateral ties had entered a new phase of development.     Obama said at the press conference that the United States welcomed China as a "strong, prosperous and successful member of the community of nations." BEIJING, Jan. 8 (Xinhua) -- China issued a directive Friday that aims to promote renovation of the substandard dwellings in the country's urban areas and at state-owned factories and mines, in a move to improve the livelihood of low-income people.     Renovation of squatter homes in cities and at state-owned factories should be completed in the next fives years, according to the directive posted by the Ministry of Housing and Urban-Rural Development on its website.     Priority should be given to "the shanty towns covering large areas and with severe safety defects," according to the ministry.     It also urged relevant departments to give full respect to the rights and interests of the people living in substandard dwellings, who are mainly low-income laid-off workers, and to ensure that renovating work be conducted in an open and fair way.     The directive put forward multiple ways to finance the renovation work, including government funds, favorable loans from financial institutions, and tax rebates.     By the end of 2008, China had 11.48 million families living in substandard housing, 7.44 million of which lived in cities, 2.38 million near state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Nov. 18 (Xinhua) -- China's economy is expected to grow by 9 percent next year on robust property and automobile sectors, chairman of CCXI, a China-based credit rating agency said Tuesday.     Mao Zhenhua, the chairman, also forecast the country's GDP growth this year would expand by as much as 8.8 percent. He added China's economic growth for the next ten years would slightly fall from the peak in 2010 to around 7 percent around 2020, still a relatively fast pace compared to other countries.     But he cautioned the heavy reliance on exports and investment as major drivers to the Chinese economy has not changed currently, and that the structure for economic growth has not been optimized.     Mao made the remarks while addressing a conference that also shared outlooks for China's property market, and its automobile industry for the next year.     "China's property market is to remain steady in the next 6 or 12 months due to strong underlying housing demand in the country," said Kaven Tsang, assistant vice president of Moody's Investors Service Hong Kong Limited.     He attributed strong housing demand to rapid economic growth, expanding urbanization and rising living standards in the country.     Reduced inventory after strong sales over the past few quarters and improved liquidity of developers are also preventing a substantial decline in the property sector, he said.     According to the National Bureau of Statistics (NBS), housing sales in China reached 2.75 trillion yuan (403 billion U.S. dollars) in value for the first three quarters this year, a year-on-year increase of 73 percent.     Amid weak exports, the Chinese government will also continue to promote domestic consumption and see fixed-asset investment increase, with the property sector remaining "central" to the Chinese economy, said Tsang.     NBS figures show investment in the real estate sector in China posted a 28.4 percent growth in October this year.     The CCXI also forecast China would continue to see robust growth in auto sales in 2010, driven by the steady development of national economy, rise in individual income and stronger demand from China's central and west regions.     Chang Haizhong, senior CCXI analyst, said "cars have great market potential in the central and west regions which will become a new growth point for auto industry."     For example, sales of heavy trucks are expected to grow considerably next year, boosted by the government's massive fixed-asset investment, fast development of logistics and expansion of expressway network.     "Bus and sightseeing coach sales will also rise next year, as the government is determined to step up development of public transit systems, and people show more willingness to travel," Chang said.     He also said auto joint ventures in the country would try to seek a bigger share of middle and low-end market while keeping the dominant position in high-end market next year, posing a threat to domestic self-owned automakers.     Chevrolet, an arm of Shanghai GM, introduced SAIL, a new car model last week. Sales of the new model, priced less than 60,000 yuan, would start in January next year.     In the first ten months this year, auto sales in China broke the 10 million mark to 10.89 million units, up 36.23 percent from a year ago, surpassing the United States as the world's largest auto market.
