BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.

COPENHAGEN, Dec. 16 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Wednesday evening for the ongoing UN Climate Change Conference.     Wen told reporters aboard his special plane that his attendance at the meeting aims to show the great importance the Chinese government and people attach to climate change and to assert their sincerity and determination to work with the international community to meet this global challenge. Wen Jiabao arrived here Wednesday evening for the ongoing UN Climate Change Conference. The Copenhagen climate conference is now in its final and critical stage, Wen said, adding that he will closely communicate and coordinate with various parties and deliver a speech outlining China's stance on climate change.     "I hope the meeting, with joint efforts made by various parties, will yield fair, reasonable, balanced and achievable results," he said.     During his stay in the Danish capital, Wen is scheduled to meet with some foreign leaders on the sidelines of the climate summit.     "Wen's trip to Copenhagen will inject a new momentum into the climate change talks and exert positive and important impacts for future international cooperation," Chinese Deputy Foreign Minister Wang Guangya told a press conference on Dec. 10.     The UN Climate Change Conference, which opened on Dec. 7, is to end Friday in Copenhagen. It aims to map out a comprehensive international arrangement for the fight against climate change over the period 2012-2020.

  

BEIJING, Nov. 24 -- Taxi passengers in Beijing will have an extra yuan added to their fares. The move is meant to offset the city's rising fuel prices, as they hit their highest levels in years.    The new taxi fare policy will begin this Wednesday on November 25, 2009. One yuan will be added to any trip exceeding 3 kilometers.     Beijing will continue to work on linking taxi fares with gasoline prices.     Meanwhile, most of local residents say they accept the surcharge.     A local resident of Beijing said, "A one yuan surcharge won't affect me too much. I'm OK with it." The new Beijing taxi fare policy will begin on Nov. 25, 2009. One yuan will be added to any trip exceeding 3 kilometers    Another said, "Some Chinese provinces have already taken similar measures, such as Yunnan and Shandong. I think it's fine. We should do it."     Taxi drivers have explained that the extra yuan will provide compensation for the increase in pump prices.     A taxi driver in Beijing said, "If I serve 40 passengers a day, it will create an additional 40 yuan. That can help me cope with the recent fuel price rises. I don't think passengers will give up taking taxi just because of one yuan. But if the per kilometer fare rises, many will think differently."     According to the new policy, the government, taxi companies, and passengers will share the cost of gasoline price fluctuations.     Beijing last saw an increase in taxi fares three years ago.
