TOKYO, Japan – The prime minister of Japan has lifted a coronavirus state of emergency in Tokyo and the four other remaining areas in the country, ending the restrictions nationwide as businesses begin to reopen.Experts on a special government panel have approved a plan to remove the state of emergency from Tokyo and neighboring Kanagawa, Chiba and Saitama prefectures, and in Hokkaido to the north, which had more cases and remained under the emergency declaration after it was removed in most of Japan earlier this month. The state of emergency lasted for more than a month and a half.Economy Minister Yasutoshi Nishimura said lifting of the emergency does not mean the end of the pandemic. He said the goal is to minimize next possible recurrences of infections while balancing preventive measures and the economy.Prime Minister Shinzo Abe declared the state of emergency on April 7, first in parts of Japan including Tokyo, expanded it to the entire nation later in the month and extended it until the end of May. Unlike a European-style hard lockdown, Japan’s state of emergency is soft and largely a request for people to stay at home and for non-essential businesses to close or operate shorter hours, a strategy aiming at minimizing the economic damage.Tokyo and its three neighboring prefectures are to reopen schools, public facilities and businesses in phases in coming weeks while watching any signs of a resurgence of infections.Nishimura said recent data suggest that the infections have slowed enough, and the medical systems are under less pressure and that it’s time to gradually resume social and economic activity. Tokyo and Hokkaido, where more than a dozen new cases have been reported Sunday, still need to remain extra-cautious, he said.“We cannot completely eliminate the coronavirus to zero,” Nishimura said. “Even after the state of emergency is lifted, we must firmly take preventive measures based on our new lifestyles.”Japan has 16,580 confirmed cases and 830 deaths, according to the health ministry. 2044
Three American tourists, including a married couple, drowned in Turks and Caicos, the group of islands southeast of the Bahamas, authorities and local reports said. Two girls survived what authorities called a "very human and terrible tragedy" in the waters off scenic Bambarra Beach in Middle Caicos on Monday. One of the children was the daughter of the couple who drowned, authorities said, while the other girl was related to the third victim."We are saddened whenever incidents of this nature occur," Ralph Higgs, the Minister of Tourism, said in a written statement.Authorities said the two families went to the beach and encountered a fast-moving tide. Many in the community pitched in to help the extensive search on land and water."We came together as a community and we tried our best," Frederico Johnson, a district commissioner in Middle Caicos, told local station PTV8 News Watch.Johnson, who set out on foot and helped search the beach, said that after two bodies were found Monday, he was scanning for any sign of a person. "Right when I was about to leave, I saw this shape in the water" on Tuesday, he told PTV8.Police Commissioner Trevor Botting praised Johnson for his efforts, saying, "Your acts of leadership speak volumes."Authorities have not released the identities of the victims pending notification of kin.CNN confirmed with a relative of one of the victims that the three were Americans visiting the island. The relative had posted on Facebook that her "heart was BROKEN!!!" She told CNN the family was grieving and did not want to comment. 1578

TORONTO, Canada – The Canadian Olympic Committee (COC) says it won’t send its team to the Tokyo Olympics unless they’re postponed until next year due to the coronavirus pandemic. The 2020 Games were set to start on July 24 and run through August 9, but the ongoing spread of the COVID-19 has many calling for them to be rescheduled. That includes the COC, which is asking the International Olympic Committee, the International Paralympic Committee and the World Health Organization to postpone the Games for one year. COC said it would offer its full support in helping navigate all the complexities that rescheduling the Games would bring.“While we recognize the inherent complexities around a postponement, nothing is more important than the health and safety of our athletes and the world community,” wrote 822
