BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. Also ousted was Liu Qun, a deputy of Liu Zhongping's office.     Liu's office reportedly fabricated the delegation's agenda to get approval by higher authorities, prolonged the trip against rules, and taking kickbacks while buying air tickets for officials.     China urged discipline inspection departments at all levels to tighten supervision and auditing over funds used for overseas business trips and expose and punish violators severely

BEIJING, April 8 (Xinhua) -- China and Venezuela agreed here Wednesday to step up cooperation in fields such as energy, agriculture, and high technology and take joint actions in the face of the global financial crisis.     The agreement was reached in a meeting between Chinese President Hu Jintao and his visiting Venezuelan counterpart Hugo Chavez. The Chinese Foreign Ministry said the two exchanged in-depth views on bilateral relations and other issues of common concern and reached an important consensus.     Hu highlighted the robust growth of bilateral relations during the meeting, saying that China was satisfied with the positive outcomes from bilateral economic and technological cooperation, progress made on some key projects and close coordination on international and regional issues. BEIJING, Feb. 8 (Xinhua) -- China's state assets watchdog will closely watch over projects implemented by state-owned enterprises(SOEs) in the country's massive stimulus package to prevent corruption, an official said here Sunday.     The State-owned Assets Supervision and Management Commission (SASAC) will strictly look into the progress and fund use of projects by SOEs directly under the central government, said the SASAC director Li Rongrong.     Many projects are estimated to see over tens of millions of yuan put in, making it a more important task to fend off corruption, he said at an SOE meeting on disciplinary inspection work.     China unveiled a stimulus package with a total investment of 4 trillion yuan (586 billion U.S. dollars) in November to boost domestic demand and offset the world economic slowdown.     Of the total, 100 billion yuan had been allocated by the central government by the end of last year.     Li said inspectors will particularly focus on projects in such sectors as power grids, telecommunications, transportation, equipment, construction and metallurgy.     The SASAC will also check whether the projects cause environmental hazards, consume too much energy and resources or result in excessive capacity, said Li.     A total of 4,960 Chinese officials above the county level were punished in a year ending November 2008, data show. They were involved in corruption and commercial bribes, hurting people's interests.

BEIJING, Feb. 7 (Xinhua) -- The Communist Party of China (CPC) has called for beefing up efforts to further push forward peaceful development of relations between the mainland and Taiwan.     A meeting on Taiwan work, held from Friday through Saturday, pointed out that major breakthrough had been made in development of relations across the Taiwan Straits in 2008.     The meeting urged doing solid job to further push forward development of cross-Straits relations and the process of cross-Straits consultations, continuing the progressive method of easy things first, difficult things later; and economic affairs first, political affairs later.     It urged consolidating the political bases that the two sides both oppose "Taiwan independence" and adhere to the "1992 Consensus", to maintain the momentum of the improving cross-Straits relations.     It urged vigorously beefing up economic exchanges and cooperation, fully realizing direct transport, postal and trade links, striving for normalization of economic relations and working for institutionalizing economic cooperation.     It orders taking effective measures to help Taiwan businesses on the mainland to overcome difficulties, implementing a series of policies that benefit Taiwan compatriots, beefing up cooperation in dealing with the international financial crisis.     It also urged vigorously pushing forward all-round exchanges, with emphasis on promoting cultural and educational exchanges and involving more Taiwan people in cross-Straits exchanges.     Jia Qinglin, member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting and made a speech. Jia, who is also Chairman of the National Committee of the Chinese People's Political Consultative Conference, urged following the guidelines put forward by CPC Central Committee General Secretary Hu Jintao on Taiwan work.     The meeting was presided over by State Councilor Dai Bingguo.
