A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A pair of references to WikiLeaks founder Julian Assange in an unrelated court filing reveals US government efforts to charge him.In a filing unsealed last week, prosecutors for the Eastern District of Virginia included two references to charges against Assange while arguing to keep an unrelated case sealed for a different person charged with coercion and enticement of a minor."Another procedure short of sealing will not adequately protect the needs of law enforcement at this time because, due to the sophistication of the defendant and the publicity surrounding the case, no other procedure is likely to keep confidential the fact that Assange has been charged," prosecutors wrote in the August 22 filing that was then unsealed November 8.Later, in the request to seal, the prosecutors wrote: "The complaint, supporting affidavit, and arrest warrant, as well as this motion and the proposed order, would need to remain sealed until Assange is arrested in connection with the charges in the criminal complaint and can therefore no longer evade or avoid arrest and extradition in this matter.""The court filing was made in error," said Joshua Stueve, spokesman for the Eastern District of Virginia. He declined to comment further on how it happened or whether there are charges filed against Assange.The Washington Post reported Thursday night that Assange has been charged, citing the inadvertent court disclosure as well as people familiar with the matter.The filing was discovered by Seamus Hughes, deputy director of the program on extremism at George Washington University.Soon after, WikiLeaks tweeted about the filing, saying, "US Department of Justice 'accidentally' reveals existence of sealed charges (or a draft for them) against WikiLeak's publisher Julian Assange in apparent cut-and-paste error in an unrelated case."A member of Assange's legal team in Ecuador, where Assange made an asylum claim that was granted by former Ecuadorian President Rafael Correa and allows him to live in the Ecuadorian embassy in London, told CNN the reports also confirm that Assange's "life is at risk," proving the legitimacy of his claim. Assange's legal team considers a life sentence to be "death in the long term" and therefore a violation of Assange's rights, Carlos Poveda said.The site has been a focus of Special Counsel Robert Mueller's investigation of any links between President Trump associates and Russian efforts to interfere in the 2016 presidential election. WikiLeaks posted thousands of emails stolen from Democrats by Russian agents during the election. The Justice Department investigation of Assange and WikiLeaks dates to at least 2010, when the site posted thousands of files stolen by the former US Army intelligence analyst now known as Chelsea Manning.CNN reported in April 2017 that US authorities prepared charges to seek Assange's arrest, citing US officials familiar with the matter. A San Diego woman spent months stealing from visitors inside some of the city's fanciest waterfront hotels, Harbor Police say.Anjeanette Crumrine, 49, allegedly stole more than ,000 worth of items -- largely from the Hilton Bayfront, Manchester Grand Hyatt, and Sheraton Harbor Island. Harbor Police say she also stole a violin worth ,000 from a classroom at Point Loma Nazarene University. "It worked for her, so she just continued to do what she was comfortable with," said Harbor Police Sgt. Michael Dye. Crumrine often targeted guests attending conventions at the large hotels. She'd walk in, pick up a suitcase, purse, or briefcase, go into an empty bathroom, pick through it, before leaving, police say. Crumrine is also accused of using the stolen credit cards to buy gift cards, and one time changed into stolen clothes inside one of the hotel bathrooms before walking out. "If it's a convention you have people moving in and out of rooms," Dye said. "It's an easy target because she would go unnoticed."Police arrested Crumrine?on April 18 after a slow speed chase through Valencia Park. But the threat of petty crime isn't over.Harbor Police report 218 property crime instances so far this year, up 22 percent from the same time period in 2017."We're just extra careful. We carry all of our stuff most of the time," said Jennifer Jones, visiting from Denver. "I don't put my stuff down. I hear too many stories like that."Crumrine is now in custody at Las Colinas, accused of, identity theft, burglary, and felony evading police, among other charges. A Nashville high school football coach has been arrested on a charge of soliciting an underage student.According to an affidavit from Metro Nashville Police, 25-year-old Weldon Garlington messaged a 17-year-old girl on Instagram asking her for sex. His Instagram profile states he is a football coach and associate dean of students at RePublic High School, a charter school near Brick Church Pike in north Nashville.Garlington was arrested late Thursday night after he allegedly confessed to police about having sent the messages.The conversation reportedly started with private Instagram messages to her over the weekend, asking the girl when she would turn 18-years-old. He also asked if she wanted to do anything with him "like sex lol." He later offered to reimburse her gas money to drive to his apartment. The affidavit claimed, the next day, he texted her saying, "My bad about all this... Let's just act like none of this was ever talked about."Garlington was booked into jail on 0,000 bond and was charged with solicitation of a minor.
