SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. SAN DIEGO (KGTV) — An 18-year-old San Diego student who has already cemented her place in climbing has now grabbed a historic Olympic accolade.Sunday, Brooke Raboutou, of Boulder, Colo., qualified for the Tokyo 2020 Games to become the first-ever American to qualify for Olympic climbing, according to the U.S. Olympic Committee. The University of San Diego sophomore finished ninth in the combined qualification round at the IFSC Climbing World Championships in Hachioji, Japan, according to Team USA. Her final rank will be based on the results from all three events.U.S. athletes will have two more chances to qualify for the 2020 team. SAN DIEGO (KGTV) -- A toddler found near Lincoln High School Thursday afternoon has been reunited with his parents.According to a witness, the child was found wandering around near the corner of Franklin Avenue and Gloria Street.The witness, who had just dropped her granddaughter off at cheer practice, said the toddler wasn’t crying, but simply standing on the street alone.The woman approached the child and asked if he was lost before the toddler smiled back at her. She then asked where he lived.After the child pointed down the street, the woman took his hand and called out loudly asking if anyone lost a child.After no one came forward, the woman took the young child to a nearby fire station where a fire crew was able to call police.Police were able to bring the child safely to a police station where they took care of him until he was brought home. 868
