SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. "If just 10 percent of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."RELATED: Abandoned church in San Ysidro to be turned into affordable housingFollowing Tuesday's announcement, pastor Gerald Brown echoed UPLIFT's sentiment.“Churches in our community want to be a part of the solution when it comes to the housing crisis,” Brown said. “This important reform allows us to continue serving our communities in the best way possible, while providing the affordable housing that is so desperately needed.”City leaders also changed municipal code to allow continuing care retirement communities in zones that currently allow multifamily housing and as a conditional use in single family residential zones. SAN DIEGO (KGTV) — As Pride Month comes to a close, the San Diego Unified School District is working to make sure LGBTQ students feel supported year-round. The district's curriculum is becoming more inclusive. School can be a tough time for many students, including those who identify with the LGBTQIA community."In a 2017 report, a national study, 82% of our LGBTQ students reported hearing anti-LGBTQ remarks," says Assemblymember Todd Gloria. "Seven in 10 reported being called names or threatened during their school day."Gloria spearheaded Assembly Bill 493. It would mandate LGBTQ identity training for educators, grades 7-12. Governor Gavin Newsom signed the bill into law last fall.Although school is out for summer break, the San Diego Unified School District is showing its support. The Pride and Transgender flags, among others, were raised outside of the district's office.SDUSD has implemented a curriculum that will help teachers and students. Each module contains four lessons. It comes equipped with terminology and LGBTQIA history."What we found out as a district, is that these students are hearing about these issues and these people for the first time because a lot of our educators have been ill-prepared to have these discussions in classrooms," says Ebonee Weathers with the Youth Advocacy Dept.Weathers also notes that it's important for educators to build relationships and empower students, so they feel safe and comfortable in school settings. 1478

SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. Volage says Rivera's claims are overblown, and that she too does not want her property to be the site of wild parties.RELATED: Vacation rental hosts blast bill that would set local limits"Nobody wants a problem," Volage says. "Nobody wants a party at their house. We try to regulate it. I turn people down all the time."Still, her online listing says parties and smoking are allowed, the home sleeps ten, and boasts a billiards table, jacuzzi, and wet bar. It is advertised for 0 a night on Fridays and Saturdays. "If you're a homeowner, you're allowed to have a barbeque, you're allowed to have beer pong in the backyard, and be able to have some music playing until 6, 7, 8, 9 even 10 o'clock," Volage said. She said vacationers should have the same rights, and that Rivera's problem is that his bedroom is right above the street. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. A 2017 memo from the city attorney concludes vacation rentals are not an allowed use. Still, a spokesman for the mayor says he continues to support the "common sense regulations proposed last year as a starting point for new negotiations."After a Halloween night shooting at a vacation rental, Airbnb CEO Brian Chesky announced the company would ban party houses, and increase enforcement efforts. Those efforts include creating a "party house" rapid response team, and expanding manual screening of high-risk reservations. Volage's home is listed on VRBO. SAN DIEGO (KGTV) – Connecting children, teens, and families to the power of reading has been the mission of San Diego nonprofit Words Alive for more than two decades.During this pandemic, they haven’t skipped a beat.“The San Diego community is so deeply invested in the importance of literacy and just how critical literacy and education are for the success of our students,” said Rachael Orose, Executive Director for Words Alive.Teaching kids reading and writing skills at a young age is key to that success. Orose said through Words Alive, teachers and volunteers are making sure all students have the opportunity and tools to learn through several different programs, including Read Aloud, Teen Services & Family Literacy.“All of the data tells us if we can make you a reader, your family will be a reader. The students who we serve are often in low-income neighborhoods; they’re wrestling with homelessness, hunger, poverty, violence,” she said.This year alone, Words Alive has received thousand of book donations through community partnerships, most recently on Wednesday.“We picked up just over 1,700 books thanks to a partnership with the San Diego Council on Literacy and Houghton Mifflin Harcourt. Those books are zero to 18, they’re headed to the Monarch School in the coming weeks,” she said.“With Words Alive, the books actually belong to the students, they’re able to write in them, they’re able to annotate them” said Jeffra Becknell, who teaches high school history at Monarch School, which serves students K-12 impacted by homelessness. “Having a physical book in their hand is such a wonderful feeling.”Becknell has been participating with Words Alive’s Adolescent Book Group program for ten years. “The Adolescent Book Group has been an amazing experience for my students and me; the volunteers come into the classroom, we read a book together, and then we have a book club discussion about it,” she said.During this pandemic, discussions have moved online, but the mission has remained the same.“We had our Adolescent Book Group online; we had it as a Zoom call. Clearly, it’s really different, but it was the same conversation,” said Becknell.Perhaps most importantly, Orose said Words Alive makes representation a priority.“The content reflects their lived experience, the characters look like the students we serve, the authors have similar experiences,” she said.Words Alive currently has more than 1,000 volunteers but is always looking for more. SAN DIEGO (KGTV) — Border agents arrested 15 people over Presidents’ Day weekend during a smuggling event in Mission Bay.U.S. Border Patrol agents caught the smuggling incident in action on Saturday at about 2 p.m. at a Ski Beach launch ramp. As agents got closer, they say they noticed a large group of people quickly exiting the boat and heading for three vehicles.Agents stopped the individuals from getting away and questioned all 15 people involved in the incident.Agents say six people in the group were suspected of human smuggling and arrested. Five of them are U.S. citizens, including four men ranging from 20 to 30 years old and one 25-year-old woman, according to border officials.The nine other people arrested were male Mexican nationals ranging from 27 to 41 years old who admitted to being illegally present.U.S. Border Patrol seized the boat and three vehicles at the scene. 899
