SAN DIEGO (KGTV) - Conflicting instructions on the California mail-in ballot have confused some voters when it comes to signing their envelope."I laid it all out, and I looked at it and said, 'This doesn't match,'" says San Diego resident Theresa Lally. "It was red flags all over for me."The confusion comes from two separate instructions on how to sign your ballot envelope before submitting it. On the envelope itself, it says your "signature must match your voter registration record." But on the Voter Instruction form that comes with the ballot, it says, "Sign your name just like it appears on your driver's license or identification card."Lally says she can't remember how she signed her voter registration, and she wasn't sure if the instructions meant to include her full name or if she could just use a middle initial.ABC 10News took her concerns to Michael Vu, the San Diego Registrar of Voters. He says voters shouldn't stress over specifics, because the law allows for a fairly liberal interpretation of a signature."You do not have to have an exact match of your signatures," says Vu. "What we're looking for are the unique characteristics of a signature."Because signatures change over time, Vu says the people who verify each signature look at identifying markers to match the signature on the envelope to the signature on file."We look at the way that a person slants their signatures," Vu says. "Or the way that they loop their L's or J's or S's. Or how they may have a tail at the very end of their signature."He also says just initials can be enough to make a comparison and verify a signature.If none of that matches, Vu says the ballot goes into a "curing" process. The Registrar will have the voter fill out an affidavit that the office uses to verify the signature.And if a voter makes a mistake on their signature, Vu says they can contact the Registrar's office for a replacement ballot.Mail-in ballots must be postmarked by November 3 and received within 17 days to count. SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) - Attention is now turning to the southern border after Wednesday's border closure with Canada.On Thursday, the walkway into Tijuana was nearly empty but the San Ysidro Port of Entry remains open, for the time being. “It's going to have major implications for us, particularly for us here in Southern California, if we see a closing of the U.S.-Mexico border,” says Dr. David Shirk with the University of San Diego, where he works as a professor with an area of expertise in U.S.-Mexico relations. RELATED: Senate GOP to unveil stimulus plan that includes ,200 payments for most AmericansShirk says that if the U.S. proceeds with any closure, not only will families be separated, but there will also be a major shortage of supplies like foods that are harvested in Baja and transported north. “Something that the federal government needs to take into consideration is that our economy is critically interlinked with Mexico,” he adds.As of Thursday morning, there were only 118 reported cases of COVID-19 in Mexico. Mexican President Andrés Manuel López Obrador has been criticized in recent days for not taking enough containment measures. Video on the Washington Post's website shows him shaking hands at a big rally last Saturday and kissing a supporter. U.S. Customs and Border Protection (CBP) sent 10News a statement about any possible plans for a border closure:“What we can say right now is that the U.S. Customs and Border Protection’s (CBP) highest priority is to ensure the health, safety and security of our workforce and the American people. CBP agents and officers will maintain situational awareness while identifying individuals who have traveled from or transited through countries affected by COVID-19. CBP continues to process cargo as there has been no identified threat as it relates to cargo shipments.CBP officers use a combination of traveler history records, questioning, observation, and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC). Currently, all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security. If CBP observes a traveler with symptoms of COVID-19, we will refer them to the (CDC) and or DHS medical contractors for enhanced health screening. CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide.CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances.
