ENCINITAS, Calif. (KGTV) -- The San Diego Sheriff's Office is investigating an incident involving Phil Graham, a candidate to represent the 76th district in the California Assembly. Niki Burgan filed the battery case with the Sheriff's Office Sunday, May 20.  She accuses Graham of forcibly kissing her at an Encinitas Bar. Burgan told 10News that it happened at 1st Street Bar on S. Coast Hwy 101 on the evening of Sunday, May 13, into the early morning of Monday, May 14 as the bar was closing. She said that Graham had initially been flirting, even mentioning that he was running for office and asked whether she would vote for him. After finding out that he was a Republican candidate she said, no she was a Democrat. At some point, she says his talk turned into aggression and Graham grabbed her hair, pulled her in, and started to kiss her. She said she had to push him off. Burgan also said she remembers that Graham had so much to drink that night that she had to help him sign his tab. The next morning Burgan says she learned that he was related to former Governor Pete Wilson and she was worried about repercussions. That's why she didn't file right charges right away.  1259

Customers Tuesday and Wednesday were told outages could come up to 48 hours after they received notifications from SDG&E. Throughout the day Wednesday, neighbors could be seen hitting the gas station to full up, making sure their generators will be powered through the outage. ENCINITAS, Calif. (KGTV) - Three weeks after the deadly bluff collapse in Encinitas, the community is urging city and state leaders to make some changes.Three women were killed during the collapse. A tribute was held this week at the Encinitas City Council meeting for the victims. That’s where father and husband Pat Davis spoke out, saying healing will take time. “There will be a new normal in my life without these three gifted women,” says Davis. Davis lost his wife Julie, daughter Anne Clave, and wife’s sister in the bluff collapse. The family was out for a day at the beach on August 2 when the sand and large rocks came crashing down. “We do not have to accept tragedy if it is preventable.”Davis is urging the city to stabilize the bluff by adding concrete walls against the cliffs, sand replenishment or even cutting off some public access to the beach. Some California lawmakers are pushing for the government to pay for the stabilization after congress approved the Storm Damage Project in 2016. It has sat idle since being approved. “I do not want to see what happened to my family happen ever again.”The mayor and other city leaders toured the beaches with representatives from the U.S. Army Corps of Engineers Thursday, but so far no decisions have been made.  1315

Elliott Broidy, a venture capitalist and fundraiser for President Donald Trump's 2016 campaign, is suing Qatar, saying they planted news stories in national newspapers that smeared him.Broidy alleges the Middle Eastern nation targeted him because of his ties to its rival, United Arab Emirates, and his criticism of Qatar.
